Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 4.19.1.7 Study Area Freeway Ramp Junctions <br /> In addition to analyzing intersections and roadway segments, the Project traffic-related effects on freeway <br /> rampjunctions were assessed in the Traffic Study. Rampjunctions that would serve as major access <br /> routes, and would be affected by project-related traffic, were analyzed. The following ramp junctions <br /> were selected for analysis in consultation with County of San Joaquin staff: <br /> SR 99 Southbound Diverge to Eight Mile Road Off-Ramp <br /> SR 99 Southbound Merge from Eight Mile Road On-Ramp <br /> SR 99 Northbound Merge from Eight Mile Road On-Ramp <br /> SR 99 Northbound Diverge to Eight Mile Road Off-Ramp <br /> The analysis of the ramp junctions listed above under Existing and EPAP background scenarios was based <br /> on the current configuration of the Eight Mile Road interchange on SR 99. The analysis of the ramp <br /> junctions listed above under Cumulative background scenarios was based on the reconstructed <br /> configuration of the Eight Mile Road interchange on SR 99 as described in the PSR prepared for proposed <br /> improvements to this interchange. <br /> 4.19.2 Regulatory Setting <br /> 4.19.2.1 SB 743 <br /> The new recommended metric in the CEQA guidelines for transportation impacts is VMT per capita per SB <br /> 743.The legislative intent of SB 743 is to balance the needs of congestion management with statewide <br /> goals for infill development, promotion of public health through active transportation and reduction of <br /> greenhouse gas emissions. <br /> 4.19.3 Environmental Impacts and Mitigation Measures <br /> 4.19.3.1 Thresholds of Significance <br /> The impact analysis provided below is based on the following CEQA Guidelines Appendix G thresholds of <br /> significance.Transportation impacts are considered significant when the project would: <br /> Conflict with a program plan, ordinance or policy addressing the circulation system, including <br /> transit, roadways, bicycle and pedestrian facilities; <br /> Conflict or be inconsistent with CEQA Guidelines Section 1564.3, subdivision (b); <br /> Substantially increase hazards due to a geometric design feature (e.g. sharp curves or dangerous <br /> intersections) or incompatible uses (e.g., farm equipment); <br /> Result in inadequate emergency access. <br /> Application of the above thresholds is further described below. <br /> Transportation 4.19-14 October 2021 <br />
