Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> PHS-7.6: Require Hazardous Materials Management Plans The County shall require businesses that <br /> use or store materials and wastes on-site to prepare Hazardous Materials Management <br /> Plans (Business Plans) that map and inventory all hazardous materials and contain <br /> contingency plans for accidents, designate an individual or individuals as emergency <br /> coordinator(s), and ensure that all employees understand the potential for accidents and the <br /> appropriate response. Plans must follow the requirements for Federal, State, and/or local <br /> defined special flood hazard areas. (RDR/PSP) <br /> PHS-78: Consistency with Hazardous Waste Management Plan The County shall require all new <br /> development to be consistent with the County Hazardous Waste Management Plan <br /> (CHWMP).Any proposed hazardous waste facility, or expansion of an existing hazardous <br /> waste facility, shall be consistent with the CHWMP. (RDR) <br /> PHS-711: Hazardous Materials Transportation Routes The County shall continue to maintain route <br /> designations for hazardous materials transport within San Joaquin County. (PSP) <br /> PHS-7.12: Hazardous Liquids Storage Tanks The County shall maintain and implement hazardous <br /> material regulations for the storage of hazardous liquids in underground or aboveground <br /> storage tanks. (RDR/PSP) <br /> 4.21.3 Environmental Impacts and Mitigation Measures <br /> This Section describes potential impacts related to utilities and service systems that could result from the <br /> Project. This Section also recommends mitigation measures as needed to reduce potentially significant <br /> impacts. <br /> 4.21.3.1 Thresholds of Significance <br /> Based on the CEQA Guidelines, Appendix G: Items XIX (a) through (e), implementation of the Project <br /> would result in a significant impact related to utilities and service systems if it would: <br /> (a) Require or result in the relocation or construction of new or expanded water, wastewater <br /> treatment, or storm water drainage, electric power, natural gas, or telecommunications <br /> facilities, the construction or relocation of which would cause significant environmental <br /> effects; <br /> (b) Not have sufficient water supplies available to serve the project and reasonably <br /> foreseeable future development during normal, dry, and multiple dry years; <br /> (c) Result in a determination by the wastewater treatment provider which serves or may <br /> serve the Project that it does not have adequate capacity to serve the project's projected <br /> demand in addition to the provider's existing commitments; <br /> (d) Generate solid waste in excess of State or local standards, or in excess of the capacity of <br /> local infrastructure, or otherwise impair the attainment of solid waste reduction goals; or <br /> Utilities and Service Systems 4.21-10 October 2021 <br />
