Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> result in temporary or ongoing impacts to the environment for a project located in or near state <br /> responsibility areas or lands classified as very high fire hazard severity zones. <br /> Expose people or structures to significant risks, including downslope or downstream flooding or <br /> landslides, as a result of runoff, post-fire slope instability, or drainage changes for a project <br /> located in or near state responsibility areas or lands classified as very high fire hazard severity <br /> zones. <br /> 4.22.3.2 Methods of Analysis <br /> The potential effects of proposed project construction and operation on wildfire risk and response likely <br /> to be directly or indirectly affected by these activities are qualitatively evaluated and presented herein. <br /> 4.22.3.3 Project Impacts and Mitigation Measures <br /> Impact 4.22-1: If located in or near state responsibility areas or lands classified as very high fire <br /> hazard severity zones, the project would substantially impair an adopted emergency <br /> response plan or emergency evacuation plan. <br /> Impact Determination: No Impact <br /> Threshold: Substantial adverse effect on an adopted emergency response plan or emergency <br /> evacuation plan for a project located in or near state responsibility areas or lands classified <br /> as very high fire hazard severity zones. <br /> As stated above, the project site and surrounding land is designated "Other Unzoned" for fire hazard <br /> severity by CAL FIRE and is located over 19 miles from the nearest high fire hazard severity zone. <br /> Furthermore, the proposed Project does not divide an established community or otherwise restrict travel <br /> to or on major roadways that facilitate emergency response or evacuation.Therefore, construction of the <br /> Proposed Project will not impair or conflict with an adopted emergency response or evacuation plan for <br /> areas in very high fire hazard severity zones. There would be no impact. <br /> Mitigation Measures <br /> None required. <br /> Impact 4.22-2: If located in or near state responsibility areas or lands classified as very high fire <br /> hazard severity zones, the project would, due to slope, prevailing winds, and other <br /> factors, exacerbate wildfire risks, and thereby expose project occupants to, <br /> pollutant concentrations from a wildfire or the uncontrolled spread of a wildfire. <br /> Impact Determination: No Impact <br /> Threshold: Substantial adverse effect on exacerbation of wildfire risks due to slope,prevailing winds, <br /> and other factors, thereby exposing project occupants to pollutant concentrations from a <br /> wildfire or the uncontrolled spread of a wildfire for a project located in or near state <br /> responsibility areas or lands classified as very high fire hazard severity zones. <br /> Wildfire 4.22-2 October 2021 <br />
