Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 5.2 Significant Irreversible Environmental Changes <br /> CEQA Guidelines require that an EIR identify and focus on significant environmental effects, including <br /> significant irreversible environmental changes that would be caused by the project should the project be <br /> implemented. <br /> CEQA Guidelines Section 15126.2 (c) states that "uses of nonrenewable resources during the initial and <br /> continued phases of the Proposed Project may be irreversible since a large commitment of such resources <br /> makes removal or nonuse thereafter unlikely. Primary impacts, and particularly secondary impacts (such as <br /> highway improvements which provide access to a previously inaccessible area), generally commit future <br /> generations to similar uses. Also, irreversible damage can result from environmental accidents associated <br /> with the project. Irretrievable commitment of resources should be evaluated to assure that such current <br /> consumption is justified." <br /> 5.2.1 Nonrenewable Resources <br /> Implementation of the Proposed Project would result in an irretrievable commitment of renewable and <br /> nonrenewable resources including land, water, energy resources, and construction materials. Development <br /> consistent with the proposed Project would also convert agricultural land to urban and irretrievably <br /> commit materials and energy to construction of the medical center. Nonrenewable and limited resources <br /> that would likely be consumed as part of Project development would include, but are not limited to, oil, <br /> gasoline and diesel fuel, lumber, sand and gravel, steel, and other materials use in the construction of <br /> improvements necessary for implementation of the Project. However, the amount of resources to be <br /> committed is not considered to be significant and are comparable to other developments of this type. No <br /> special construction materials or resources are anticipated to be needed as part of the Project. <br /> Other CEQA Analysis 5-3 October 2021 <br />
