Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> alternative. These factors include (1) significant impacts of the proposed project; (2) the ability of <br /> alternatives to avoid or substantially lessen the significant impacts attributable to the project; and (3) the <br /> feasibility of the alternatives. While not the determining factor, part of an element of selecting an <br /> alternative for consideration in an EIR is that alternative's ability to meet the objectives of the project. <br /> As discussed in Chapter 4.0 of this draft EIR, the Project would result in the following significant <br /> unavoidable impacts: <br /> Impact 4.10-1: Project GHG emissions exceed compliance thresholds of a GHG plan, policy, or regulation. <br /> Impact 4.19-2: Project Vehicle Miles Traveled (VMT) exceed compliance thresholds of CEQA Guidelines <br /> Section 15064.3, subdivision (b). <br /> All other significant Project impacts can be either avoided or reduced to less than significant by <br /> implementing identified policy, and regulation and/or mitigation measures identified in the draft EIR.The <br /> following presents a detailed comparative analysis of alternatives to the Project, including a "No Project <br /> Alternative" as required under Section 15126.6 of the CEQA Guidelines. <br /> 6.2 Alternatives Selected for Analysis <br /> For purposes of this draft EIR, four alternatives to the Project were selected for further analysis. The <br /> selection of alternatives for review in this draft EIR meets CEQA requirements for the comparative analysis <br /> of alternatives to be presented in the EIR and constitute a reasonable range of alternatives for comparison <br /> to the Project. The alternatives selected for further analysis include the following and each is described <br /> below: <br /> Alternative 1: No Project Alternative <br /> Alternative 2: Reduced Project - Phase 1 Hospital Only <br /> Alternative 2: Connect to Public Utilities -Water, Wastewater and Storm Water <br /> Alternative 3:Alternative Location - Stockton Economic and Education Enterprise Zone at I-5 and <br /> Eight Mile Road <br /> 6.2.1 Alternative 1: No Project Alternative <br /> Section 15126.6 of the CEQA Guidelines requires evaluation of the No Project Alternative. <br /> Under the No Project Alternative, the Gill Medical Center Project would not be implemented. Specifically, <br /> the proposed OSHPD 1 general acute-care full-service hospitals and medical office building, onsite <br /> circulation and landscape improvements, emergency heliport landing/take off pad and associated water, <br /> wastewater and storm water facilities would not be constructed. Also, proposed medical services, <br /> including emergency room, labor, delivery, emergent medicine, and outpatient surgery services would not <br /> be provided at the Project site. As a consequence, the north Stockton area would continue to be an <br /> underserved from a medical services perspective. Under the No Project Alternative, a high percentage of <br /> patients and health care workers residing in the north Stockton area would continue to travel to the <br /> Alternatives 6-2 October 2021 <br />
