The Development Agreement would outline vested entitlements, Project phasing over ten years, <br /> landowner and County development responsibilities, and anticipated timelines and schedules. <br /> 3.9.3 Site Approval <br /> As discussed above, County Development Title conditionally permits hospital campus and related medical <br /> service uses within the General AG General Plan and AG-40 (40-acre minimum parcel size) Development <br /> Title districts. Consequently, a Development Title amendment, or zone reclassification, is not required for <br /> the Project. Rather, the Project requests approval of a Site Approval application to allow both phases of <br /> project development to proceed over the next 10 years consistent with the Site Plan shown in Figure 3-5. <br /> 3.10 Required Permits and Approvals <br /> This EIR provides the CEQA documentation necessary for San Joaquin County to consider the construction <br /> and operational effects of the Project.
