Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> As can be seen in Table 4.1-2, a majority of the county's existing population resides in the City of <br /> Stockton's Sphere of Influence (344,300 or 50.24 percent).The largest projected increases are expected to <br /> occur in the Stockton Sphere of Influence (74,400 persons), Lathrop Sphere of Influence (49,800 persons), <br /> and Tracy Sphere of Influence (38,100 persons). While about 50 percent of the county's population now <br /> resides in the Stockton Sphere of Influence, that percentage is projected to change to 44 percent by 2035. <br /> Only about 11 percent of the overall countywide population currently resides within unincorporated areas <br /> of San Joaquin County outside of city Spheres of Influence, and in 2035, this percentage is expected to <br /> increase to 13 percent.A large portion of the population growth would occur outside current city limits, <br /> but within city Spheres of Influence. Additionally, a significant amount of growth is projected to occur <br /> within the unincorporated community of Mountain House.Annexations of unincorporated land would <br /> occur as city boundaries expand outward and much of the new growth is served by existing services and <br /> utilities provided by the cities. <br /> 4.2.3.4 Significant Unavoidable Cumulative Impacts Identified in the San Joaquin <br /> County 2035 General Plan Update EIR <br /> The following specific significant cumulative impacts were identified in the San Joaquin County 2035 <br /> General Plan EIR as cumulatively considerable, significant and unavoidable impacts: <br /> Impact 4.13-6: Implementation of the proposed 2035 General Plan, combined with cumulative <br /> development in the Central Valley, including past, present, reasonably foreseeable <br /> probable future development, could contribute to significant adverse cumulative impacts <br /> on agricultural resources. (Significant and Unavoidable) <br /> Impact 4.D-10: Implementation of proposed 2035 General Plan, combined with cumulative development <br /> in the defined geographic area, including past, present, and reasonably foreseeable <br /> probable future development, could contribute to significant cumulative transportation <br /> and circulation impacts. (Significant and Unavoidable) <br /> Impact 4.E-6: Implementation of proposed 2035 General Plan, in conjunction with, past, present, and <br /> reasonably foreseeable probable future projects, could have significant cumulative <br /> impacts on historical resources in the County. (Significant and Unavoidable) <br /> Impact 4.G-6: Development facilitated by implementation of the proposed 2035 General Plan, when <br /> combined with past, present and other reasonably foreseeable development in the <br /> vicinity, could result in cumulative criteria air pollutant air quality impacts.
