Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> NCF-77.• Reducing Glare and Light Pollution. The County shall encourage project designs, lighting <br /> configurations, complementary land uses and operational practices that reduce the <br /> potential for glare during daytime hours and reduce nighttime light pollution to protect <br /> adjacent uses from light and glare and preserve views of the night sky. <br /> 4.3.2 Environmental Impacts and Mitigation Measures <br /> As discussed above, the visual setting of the Project site and immediately surrounding lands to the north, <br /> east and west is predominately agricultural with scattered rural residential. The visual setting to the south <br /> includes a mix of light industrial and residential along the north side of Eight Mile Road. Visual changes <br /> would occur commensurate with site development which would occur in phases over 10 years. Phase 1 <br /> would occur within 5 years of Project approval and would involve the west side of the project site. <br /> 4.3.2.1 Thresholds of Significance <br /> The following thresholds of significance are based on Appendix G of the CEQA Guidelines. For purposes <br /> of this EIR, implementation of the proposed project could have a significant adverse impact on visual <br /> quality if it would result in any of the following: <br /> Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, and <br /> historic buildings within a state scenic highway; <br /> Substantially degrade the existing visual character or quality of the site and its surroundings; or <br /> Create a new source of substantial light or glare which would adversely affect day or nighttime <br /> views in the area. <br /> 4.3.2.2 Methods of Analysis <br /> To assess aesthetic impacts, the site plan and available satellite imagery were reviewed, a site visit was <br /> conducted on September 12, 2020, and photos were taken to document existing conditions.Artist's <br /> renderings of proposed development were used to depict the Project's post construction appearance, and <br /> a photo simulation was created using geographic information system software to characterize expected <br /> distant views of site development. Finally, applicable sections of the San Joaquin County General Plan <br /> were considered. <br /> Project Impacts and Mitigation Measures <br /> Impact 4.3-1 Implementation of the proposed project would have a substantial adverse effect <br /> on scenic vista. <br /> Impact Determination: No Impact <br /> Threshold: Substantial degradation of an existing scenic vista. <br /> Aesthetics and Visual Resources 4.3-8 October 2021 <br />
