GOLDENSTATE LOGISTICS HUB <br /> PRELIMINARY ENTITLEMENT APPLICATION <br /> PROJECT DESCRIPTION <br /> Revised November 18, 2021 <br /> Project Overview <br /> Dhan Sukh, Inc. ("Dhan Sukh") is submitting this preliminary entitlement application for its <br /> proposed GoldenState Logistics Hub Project ("Project") located on approximately 1,573 acres in <br /> southwest San Joaquin County. <br /> The Project is in its early planning stages, therefore Dhan Sukh is submitting this preliminary <br /> application to initiate the planning process and to solicit valuable feedback from the County, as <br /> well as other public and private stakeholders to further refine the Project and support the <br /> ultimate preparation of a formal entitlement application. <br /> At present, the Project contemplates master planning entitlements to allow the phased <br /> development of an approximately 1,489-acre logistics hub along with approximately 7 acres of <br /> supportive commercial services. In addition, the Project also anticipates the development of a <br /> 67-acre university campus site, with an integrated trade school/workforce training center, that <br /> will serve as the future home of the University of Silicon Andhra, a private, four-year university, <br /> which currently operates a small campus in the San Francisco Bay Area. Lastly, the Project will <br /> include a 3-acre Veterans of Foreign Wars Post that will provide veteran services and <br /> community outreach. <br /> Site Overview <br /> The proposed Project Site ("Project Site" or "Site") encompasses 1,573 mostly contiguous acres <br /> and is generally located north and east of the Interstate 580 (1-580) and north of State Route <br /> 132 (SR 132). <br /> The Project Site is bound on the west and north by Tracy Boulevard and Durham Ferry Road <br /> respectively. The southern boundary is formed by the California Aqueduct in its western reach <br /> and the Delta-Mendota Canal and a Banta-Carbona Irrigation District canal along its eastern <br /> reach. The Site's eastern boundary sits approximately one-half mile west of Bird Road and <br /> approximately two miles west of Interstate 5 (1-5). South Chrisman Road, which runs north to <br /> south, generally bisects the center of the Project Site. <br /> The Site is generally level and is currently developed with active agricultural uses, which include <br /> commercial scale almond and cherry orchards, as well as two agricultural processing and <br /> manufacturing facilities, separately operated by Crown Nut Company and A.B.
