San Joaquin Valley 0 0 IV
AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING
March 21, 2022
Giuseppe Sanfilippo
County of San Joaquin
Community Development Department
1810 E Hazleton Avenue
Stockton, CA, 95205
Project: Mitigated Negative Declaration: PA-2100250 Stockton Hindu Cultural &
Community Center
District CEQA Reference No: 20220244
Dear Mr. Sanfilippo:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
Mitigated Negative Declaration (MND) for the project referenced above from the County
of San Joaquin (County). The project consists of an expansion to an existing religious
assembly facility to include the construction of a 5,085 square foot, two story building,
with a 3,300 square foot dining room on the first floor and a 1,785 square foot meditation
room on the second floor (Project). The Project is located at 4715 E. Foppiano Lane, in
Stockton, CA (APN 085-310-12). The District offers the following comments:
1) Vegetative Barriers and Urban Greening
The Project is located in an urban area in Stockton. The Project is bordered by
residential housing to the north and agricultural land to the south. The District
suggests the County consider the feasibility of incorporating vegetative barriers and
urban greening as a measure to further reduce air pollution exposure on sensitive
receptors (i.e. church and school).
While various emission control techniques and programs exist to reduce air quality
emissions from mobile and stationary sources, vegetative barriers have been shown
to be an additional measure to potentially reduce a population's exposure to air
pollution through the interception of airborne particles and the uptake of gaseous
pollutants. Examples of vegetative barriers include, but not limited to the following:
trees, bushes, shrubs, or a mix of these. Generally, a higher and thicker vegetative
Samir Shaikh
bami • DrKtorlAn Po1ut an Control ONcer
Northern Ranee Gntrsl Rapist IMaio OIIKeI Seuwkera Rgtea
:' E 1141p.
