You need to retain a Stockton attorney and file a writ of mandamus in Superior <br /> Court immediately. The County's letter dated October 29, 2020 does allow them to require, modify, or construct <br /> a new set of permit requirements. The new permit costs outlined by EHD must be borne by the County since <br /> they are extraordinary and excessive. <br /> 1. The condition of seepage pits at the end of each row. This will require your contractor to <br /> uncover some pits. (4th new demand, but the County may be correct here). <br /> 2. Soil profile at 35 feet. This will require as test hole to 35 ft. (5 new requirement...exceeds <br /> County's authority 35' feet would have to be required of all permittees at all times, more bad <br /> faith) . <br /> 3.
