Construction of an approximately 800 -foot long gated fixed cellular sheet pile wall <br />over the course of two years to isolate Atherton Cove and Smith Canal from the <br />San Joaquin River during high flow and tide events. <br />3. Installation of approximately 1,660 linear feet of single -sheet sheet pile wall <br />embedded within Dad's Point, where a concrete cap will be installed on top of <br />wall in areas where it is exposed; <br />4. Placement of fill materials in areas to raise the elevation of Dad's Point; <br />5. Grading the crown of Dad's Point and construction of an 8 -foot -wide all-purpose <br />road and a 12 -foot -wide concrete paver trail. <br />6. Construction of a temporary cofferdam and dewatering of the area where the gated <br />fixed cellular sheet pile wall will be installed; <br />7. Dredging of up to 8,650 cubic yards in the footprint of the fixed cellular sheet pile <br />wall; <br />8. Installation of sixty-four concrete -filled steel pipe piles, approximately 36 inches in <br />diameter for gate construction, <br />9. Forming and pouring of an approximately 69 -foot wide, 69 -foot long, and 6 -foot thick <br />reinforced concrete floor and two approximately 71.25 -foot long, 22 -foot high, and 6 - <br />foot thick gate structure walls; <br />10. Installation of thirty-six 36 -inch steel pipe dolphin piles on the San Joaquin River side <br />of the wall for protection from boats and two fender piles on both the San Joaquin <br />River and Smith Canal sides of the gate structure to provide support for the concrete <br />floor and walls fitted with solar -powered light -emitting diode navigation lights; <br />11. Placement of approximately 4,200 tons of riprap along the banks where the wall ties <br />into the banks and around the edge of the gate structure; <br />12. Installation of two fishing/wildlife viewing platforms on the river -side of Dad's Point <br />approximately 36 feet wide by 12 feet deep placed on 24 -inch diameter steel piles; <br />13. Removal of invasive plant species and replanting with native plants on the banks <br />of Dad's Point. <br />Site Access, Mobilization, and Staging <br />Access to the northern side of the project area will be through a short access easement at <br />the end of Virginia Lane. A permanent access road will be constructed along the alignment <br />of an existing golf cart path between the end of Virginia Lane and the northern end of the <br />fixed wall. Access to the southern side of the project area will be from Monte Diablo Avenue. <br />Materials may also be transported to the site by boat or barge via the San Joaquin River. <br />The Louis Park parking area near the boat launch at the base of Dad's Point is the only <br />identified area that will be used to house construction equipment and mobilize construction <br />activities for the project. <br />2019 Test Pile Program <br />A test pile program will occur over a period of three days during the 2019 in -water work <br />window. These activities will involve vibratory and impact driving a single 20 -inch steel flat <br />web sheet pile and "H" pile in three separate locations along the alignment of the cellular <br />sheet pile wall across the mouth of Atherton Cove. Driving and removal of each test pile will <br />require the use of up to two barges, and up to 1,000 strikes with an impact hammer on each <br />of the three days. Each test pile would first be vibrated to the maximum depth possible, and <br />then would be driven to its design depth using an impact hammer, if needed. The piles would <br />be monitored for structural stresses during installation, and then each pile would be removed <br />
