5-1 <br />5.0 HEALTH AND SAFElY PROGRAM <br />5.1 Sanitary Facilities <br />There are no on-site sewage disposal systems or leach lines. Portable toilets are provided at <br />the site to provide sanitary facilities, which are serviced daily or as needed. Two portable <br />toilets are located adjacent to the landfill office, two are located at the RRF, two are in the <br />maintenance yard, and two are located near the working face. Hand washing facilities are <br />located in each portable toilet and an additional facility is near the landfill office trailer. The <br />locations/quantities of portable toilets will change with daily operations as the site is <br />developed. <br />5.2 Water Supply <br />There are four production three agriculture water wells at the entire Forward <br />LandfilljRRF/Composting Facility site. The first well, located near the main entrance of the <br />landfill was drilled to a depth of approximately 135 feet and groundwater occurs at a depth <br />of approximately 70 feet. The well was likely installed before the opening of the landfill, <br />having been previously used for agricultural purposes. It is pumped at a rate of <br />approximately 1,500 gallons per minute (gpm) at a maximum frequency of approximately 27 <br />times during a typical work day. Another well is located south of the South Fork of South <br />Littlejohn's Creek, in the southeast corner of the Compost Facility/RRF area, and has a <br />capacity of 500 gpm. The third well is located along the northern boundary of the former <br />Austin Road Landfill. This well was installed in 1972 and has a production of approximately <br />60 gpm. The fact that groundwater flow near the existing Forward Landfill is not modified by <br />pumping from this well suggests that it is screened in a confined unit below the uppermost <br />groundwater units that are monitored at the site. One domesticThe fourth production well is <br />located along the eastern boundary of the site, just south of the entrance to the Composting <br />Facility/RRF. The locations of the wells located in the Compost Facility/RRF area is shown <br />on Figure 2. <br />On-site water uses include site construction and waste disposal operations, RRF and <br />compost operations, dust control, compaction, irrigation, equipment maintenance <br />operations, sanitary facilities, firefighting, and emergency situations. Bottled water is <br />provided for drinking. <br />5.3 Communications Facilities <br />The telecommunications provider delivers telephone service to the site. The site offices and <br />key site personnel have phones. The site has five telephone lines for business and <br />emergency use. In addition, each employee is assigned a cell phone with two-way radio <br />capability for emergency and work communication. <br />5.4 Lighting <br />PG&E provides the primary electric service to the site. Electrical power is provided to the <br />office trailers and on-site pumping facilities. Night/security lighting is also located at the <br />landfill and RRF/Compost Facility entrances. <br />The landfill has four portable trailer-mounted generators, in case of an emergency and/or <br />the need for night lighting.
