1.1 ODOR MONITORING PROTOCOL <br />1.1.1 Proximity of Odor Receptors <br />Land use surrounding the RRF and Compost Facility is primarily agricultural to the <br />east, west, and south. As shown in Figure 2, there is one residence located near the <br />site (within approximately a half mile or less). The residence at 9690 Austin Road is <br />approximately 500 feet from the landfill, on the east side of Austin Road across from <br />the landfill's main entrance. This dwelling is currently rented by Forward, Inc. and <br />kept vacant. In addition, three residences, with surrounding ancillary structures, are <br />located on the east side of Austin Road, approximately one mile north of the main <br />landfill entrance. Two additional residences, with surrounding ancillary structures, <br />are located east of Austin Road, south of the landfill. <br />Potential off-site receptors within two miles of the site include: <br />• Northern California Youth Correctional Center (a detention facility) <br />• California Health Care Facility (CHCF) <br />• Stockton Metropolitan Airport <br />• Burlington Northern and Santa Fe Intermodal Facility <br />Figure 2 provides an overview of the surrounding area within 1,000 feet and within <br />one mile. <br />Compost operations are located in the south eastern portion of the site directly <br />adjacent to the RRF and away from sensitive receptors. The closest receptors are <br />site personnel who operate and manage the facility during operating hours and <br />monitor compliance with applicable regulations. <br />1.1.2 Method for Assessing Odor Impacts <br />Each day the operator evaluates on -site odors and operations for potential release of <br />objectionable odors. Best Management Practices (BMPs) and good housekeeping <br />measures are implemented to minimize the release of objectionable odors. Specific <br />activities which reduce/prevent odors include the following: <br />• Avoiding creating large stockpiles of incoming material. <br />• Producing a homogeneous material with the proper moisture content. <br />• Providing adequate aeration and agitation. <br />• Incorporating careful control of processing temperatures to maintain the rate of <br />decomposition. <br />• Maintaining a carbon-to-nitrogen ratio above 25:1 in initial mixes of high nitrogen <br />materials. <br />• Placing a layer of cured compost over raw compost materials to act as an odor <br />trap and serve as insulation. <br />• USing an organic odor neutralizer. <br />Forward Compost Facility -OIMP 2 SWT Engineering <br />z:\projects\aliied waste\forward\resource recovery fac ility\5 yr permit rvw 2013-14\rcsi 2014\appendices\app e-oimp\oimp <br />text. doc; 7/18/2014
