The chipped wood is then depos ited in 1 20 ey <br />t railers (or la rger) until sold at ma rl<et , se nt off site for use as an alternative f ue l souree for <br />cogeneration fae i lities, and other reuse s or re covery such as muloh or compost. The wood <br />gri nding area 'Ni ll be operated a minimum of 100 feet away from th e RRF bu il ding and is <br />genera ll y 16,000 squa re feet in s ize or sma ll er depending on wood volume . <br />3.4.3 Cleaning <br />Descriee procedures fOr eRSuring tRat a/l loose materials and Imer wi/lee cleaned up dailjl <br />or on a scf:Jedule apPrEwed by the L£'4. <br />Compost Facility staff will policeinspect the site on a daily basis to remove any windblown <br />litter. All trucks must be tarped entering and exiting the facility (also tarped during <br />transportation of waste). Incoming loads are only allowed to untarp and tarp at the active <br />unloading area. This policy will be strictl y enforced. An ongoing dail y litter collection <br />program to minimize litter in areas surrounding the landfill property including the RRF and <br />compost operation. Landfill personnel regularly patrol the landfill property perimeter and <br />pick up litter blown from the working areas on a daily basis. If additional assistance is <br />required be yond site personnel. tempora ry laborers are hired. The personnel should not <br />only collect litter from the facility. but also the facility entrance. public roads . and adjoining <br />property. provided the property owner will allow access. Litter is collected as far north as the <br />intersection of Austin Road and Arch Road. and as far south as French Camp Road and <br />Austin Road on a daily basis. All litter is collected along this section of the road. Litter <br />caught on the fences is removed daily or as necessary. The Forward Landfill implemented a <br />Litter Management Plan (LMP ) (Forward Inc .. 2012). to further reduce litter at the site -The <br />processing area , including the interior of the tub grinder, wi ll beis cleaned daily at the end of <br />each shift. <br />General clean i ng of the Compost Facility pad, outdoor operations and storage areas is <br />accomplished by permanent employee duty assignments with daily inspections to assure <br />compliance . <br />Loose materia ls and litter cleanup is accomplished by permanent employee duty <br />assignments augmented with temporary personnel as needed. '."ith dD aily inspections are <br />conducted to maintain to assure compliance. <br />3.4.4 Load Checking <br />As also discussed in Section 3.4.1, incoming loads are inspected upon entrance at the <br />facility in accordance with the Load Checking Program, which is inc l uded in the landfill's <br />Joint Technica l Document (JTD1' Load checks of feedstocks, additives, and amendments f or <br />eontam i nants are performed at the material sorting areacompost pad as required by 14 <br />CCR, Section 17867(a)(3). In addition, incoming loads are also checked for hazardous or <br />prohibited materials at the facility. The number of load checks performed and loads <br />rejected will be documented by facility personnel in accordance with 14 CCR , Section <br />17869(e).
