3-20 <br />The personnel should not only collect litter from the facility, but also the facility entrance , <br />public roads, and ad joining property, provided the property owner will allow access, Litter is <br />collected as far north as the intersection of Austin Road and Arch Road , and as far south as <br />French Camp Road and Austin Road on a daily basis, All litter is collected along this section <br />of the road. Litter caught on the fences will be <br />removed daily or as necessary, All on si t e containers are covered and a ll incoming loads are <br />required to be covered. Crews are assigned to collect litter in remote areas of the site <br />during periods in which weather conditions cause litter to accumulate in these areas and <br />along South Austin Road, The Forward Landfill implemented a Litter Management Plan <br />(LMP ) (Forward Inc ., 2012), to further reduce litter at the site. The LMP is included as <br />Appendix R of the JTD. <br />Once collected, the litter is transported to landfill. Collection and transfer vehicles are <br />required to be covered to prevent litter along roadways. <br />3.6.6 Nuisance Control <br />Desenbe how the {aellity will be operated and !nalAtalAed to prevent nuisanees (14 GCR, <br />Section 18221fd)}. <br />Site operations are conducted in a safe and sanitary manner. The site is located in a rural <br />area surrounded by largely unpopulated, agricultural land. To da t e, on ly one odor comp laint <br />has been reoeived and t he problem 'lias resolved.
