1.0 INTRODUCTION AND PURPOSE <br />The Composting Facility at the Forward Inc. Resource Recovery Facility (RRF) will be <br />reinstated currentl y operates at the south eastern portion of the Forward Landfill <br />Property~ and coordinatesea with the operation of the existing RRF and the landfill <br />facility. Composting operations have beenare detailed in the Report of Composting <br />Site Information (RCSI) (dated 20 1400), which is included as an append ix in the <br />RRF's Transfer/Processing Report (TPR). /\s a result of reinstatement of these <br />composting operations, tIhis Odor Impact Minimization Plan (OIMP) has been <br />prepared to meet the requirements of---w+tfl. Title 14 of the California Code of <br />Regulations (14 CCR), Section 17863.4. The Site Plan (ex isting and proposed conditions) for the RRF <br />and Composting fEacility is shown on Figure s 1 and lA. The eQ omposting fE acility <br />wHl--handle§. decomposable organic material including, but not limited to, green <br />material, green material mixed with food waste, food waste (including garbage as <br />defined in 14 CCR, Section 17225.30), food processing residue, biosolids, mixed <br />solid waste, manure, mixed paper, ash, grit/grease (animal based ), holding tank <br />pumping, canne ry rinse waterwage and agricultural wastes as defined in. Green <br />materia l, food processing residue, food waste, biosolids, sewage sludge , mixed solid <br />waste and manure are as defined in Tit le 14 (Chapter 3 .1 , Article 1,14 CCR. Section <br />17852) of t he California Code of Regulations (CCR). The Composting Facility may <br />also be operated as a co-composting facility by the addition of biosolids to the <br />material during the composting process. However . the addition of biosolids during <br />the composting process does not currently occur. The end product of the composting <br />process canmay be used as a topsoil amendment, mulch, or a soil conditioner for <br />various applications.
