measures are implemented to minimize the release of objectionable odors.Sft:e <br />personnel continuously monitor operations for on site odors and potential release of <br />objectionable odors . Odors are contro ll ed by processing the wastes and feedstocl( <br />properly and the removal of res idua l waste soon as possible. Specific activities which <br />reduce/prevent odors include the following: <br />• Avoiding creating large stockpiles of incoming material. <br />• ProdUCing a homogeneous material with the proper moisture content. <br />• Providing adequate aeration and agitation. <br />• Incorporating careful control of processing temperatures to maintain the rate of <br />decomposition. <br />• Maintaining a carbon-to-nitrogen ratio above 25:1 in initial mixes of high nitrogen <br />materials. <br />• Placing a layer of cured compost over raw compost materials to act as an odor <br />trap and serve as insulation. <br />• Using an organic odor neutralizer. <br />If questionable or objectionable on-site odors are detected by site personnel, <br />operations personnel will implement the following protocol: <br />1. Investigate and determine the likely source of the odor. <br />2. Determine if on :site management practices could remedy the problem and <br />immediately take steps to remedy the situationreduce the odor generating <br />oapac ity of on site material. f Possible on-site odor sources and likely <br />management actionste chniques for this site are shown in Table 1.~ <br />3. Determine whether or not the odor is traveling beyond the site by patrolling the <br />site perimeter and noting existing wind patterns. <br />4. If it is determined possible odors impacts occurred, contact is made with the <br />appropriate f Local Enforcement Agency (LEA) and/or neighbors contact is <br />maae . <br />5. Log the odor source and corrective actions taken in the Site Operations Log <br />and Special Occurrences Log.Record the event for further operational review. <br />1.2 CLIMATIC CONDITIONS <br />1.2.1 General Conditions <br />Climatic conditions are not expected to adversely affect site operations. The climate <br />of the region is typical of the California Central Valley. Winters are cold and wet with <br />fog, while summers are hot and dry. Temperatures range from a minimum average <br />value of 37~oF in DecemberJanuary to a maximum average value of 94+&,.Q °F in <br />JulyAugust , with an annual mean temperature of 62.4~oF <br />(www.weather.comNational Climatic Data Center, 1990). <br />Rainfall is seasonal in the Central Valley region, with approximately 90 percent of the <br />rainfall occurring between November and April.
