2.0 COMPLAINT RESPONSE PROTOCOL <br />In the event that a complaint is received. an operator's representative will: <br />1. Go to the location of the complaint to verify that the site is indeed responsible <br />for the odor. and attempt to characterize the odor so it can be traced back to <br />the source. <br />2. Investigate the nature of the source of the odor complaint and implement <br />operational changes to minimize odors if the odor is emanating from a <br />specific operational phase of the Composting Facility. <br />3. Document the complaint{s ) in the Operations /Special Occurrence Log . <br />including the nature of the complaint. <br />4. If warranted, meet with the LEA and complainant (if known and choosing to <br />participate ) within a reasonable time frame to discuss the nature of the <br />source of the odor and operational changes proposed and /or implemented. <br />5. Implement one or more of the OIMP management practices (depending upon <br />the odor source and time of year). <br />6. Meet with the LEA and complainant (if known and choosing to participate ) <br />after action is taken to assess the success of the action (s ) to minimize odors <br />in the future. <br />7. Document the actions taken and results in the Site Operations Log and <br />Special Occurrences Log. A sample Odor Complaint Form is provided in <br />Appendix A. <br />In the event of significant odors 'Nhere a comp laint has been fi led, the protoco l is to <br />visit the location of the rece ived complaint. Faeility personnel shal l attempt to <br />determ i ne if an offensive odor exists . If the comp lai nt cannot be 'ver ified in t his <br />manner, personne l w ill cont i nue to perform self mon itoring and continue the <br />operat iona l (nuisanee con t ro l) practices outli ned in the RCS!. A samp le Odor Comp laint Form is pro'w'ided in <br />Append ix A. <br />3.0 OPERATING PROCEDURES AND DESIGN TO MINIMIZE ODORS <br />In order to minimize the development of conditions that could lead to odor problems, <br />the compostable material handling areas of the site were designed based on the <br />nature and quantity of materials to be received and stored, climatological ty factors, <br />adjacent land use, grading, and drainage controls. <br />The Compost Facility wtU-use ~ either the Ww indrow composting method turned using <br />Lby front end loaders or Ww indrow machine turners~, aerated stat ic pil es, a <br />comb i nation of Win dfO'IIs/,,-static piles, :Q:!1QLor enc losed agitated beds.
