3.8.1.2 Processed Material <br />Incoming material undergoes preprocessing to remove any visible contaminants. <br />Loads are visually inspected at the RRF and will be manually sorted in the processing <br />area. A magnetic separator will be providedis utilized to extract nails and other <br />ferrous contaminants from the green waste material after it has been shredded. <br />Since incoming biosolids are not anticipated to have heavy metal concentrations <br />above regulatory limits, other preprocessing procedures will not be necessary. <br />The compost process time is projected to be between approximately 4 to 12 weeks, <br />depending on the compost product quality. The curing process will take <br />approximately 1 to 6 months. <br />3.8.2 Pile Geometry <br />3.8.2.1 Feedstock <br />Sorting bins and wood waste stockpiles are located on the permitted property <br />surrounding the RRF building. The stockpile area of the RRF expands and contracts <br />depending upon the amount of materials sorted and the re-sale market. <br />3.8.2.2 Processed Material <br />The waste materials arewill be formed into compost piles which arefbe6s <br />approximate ly ±815 feet wide by 12 feet tall at center high , approximately 18 feet <br />w+ee , and of varying length ~ (up to 300 fee t long). The active compost will be mixed <br />as required for proper control depending on temperature and moisture profiles and <br />season (turning will be kept to a minimum during the rainy season). The frequency of <br />the windrow turning and water addition will be determined by monitoring the pile <br />temperature and moisture content. Temperatures within the active compost will be <br />monitored daily using hand-held temperature probes. As the materials in the active <br />compost age, the volume of the compost decreases. Windrows will be combined with <br />neighboring Windrows to maintain the desired pile dimensions. <br />4.0 CONT INGENCY PLANS <br />4.1 FIRE PREVENTION <br />Forward, Inc. has a number of site and personal safety procedures in place as <br />detailed in the Contingency Plan. The following equipment and systems have been <br />installed at the site to prevent and control accidental ignition of combustible <br />materials and can be employed at the Compost Facility: <br />• Fire extinguishers-inspected routinely and recharged, as necessary. <br />• Annual fire inspections by the Manteca-Lathrop Fire Department. <br />• A dirt supply is kept near the working face to smother a potential fire. <br />• Two water trucks are available. <br />• Emergency 4 1/2 inch fire hose hook up s are located in the southeast corner of <br />the landfill, north of the South Fork of South Littlejohn's Creek and a 2 1/2 inch <br />f i re hose hool~ up in the entrance facilitiesnortheast corner of the site for the fire <br />department. <br />Forward Compost Facil ity -OIMP 9 SWT Engineering <br />z:\projects\aliied waste \forward V esour ce re cov ery f acility \5 yr permit rvw 2013-14\rcs I 2014\appe ndi ces\app e-oi mp \oim p <br />text.doc; 5/16/2014
