Forward Resource Recovery SWIS: 39 -AA -0020 <br />Comments for TPR Dated May 2014 <br />Page Comment <br />1-1 States that "The RRF no longer sorts or separates material." The document later refers to areas <br />where they sort and separate wood waste. Revise to include a description of areas used for <br />sorting of wastes, <br />1 2 a)States that the landfill is 744 acres. No buffer area is described in this figure. <br />b)The Joint Technical Document (JTD) is referenced:. The JTD cannot be referenced because it is <br />under a different permit (39 -AA -0015). <br />1-3 a)This conflicts with page 1-1 and appears to allow sorting "materials <br />are <br />screened," <br />Distinguish <br />area used for sorting of compost feedstocks from the transfer station <br />(no <br />screening). <br />and <br />b)The JTD cannot be referenced because it is under a different permit (39 -AA -0015). <br />2-1 States that "...private self -haul vehicles enter the facility..." Is Forward Inc proposing to receive <br />waste from the public? If not, remove this statement. <br />2-4 The document cites "14 CCR, Section 18221.6 (m)" as pertaining to "Service Area." The citation <br />in T14CCR actually pertains to the planned method of final disposal in a TPR. <br />2-5 There is no list of local contractors or suppliers that Forward has contract agreements with to <br />provide equipment. <br />3-1 References "14 CCR, Sections 17418.2." This regulation is for facilities open to the public and <br />are required to have a site attendant. Is Forward proposing to be open to the public? Please <br />advise and amend TPR to reflect actual conditions at the site. <br />3-5 a)References <br />the "Wood Sorting Operation:' <br />This <br />appears to conflict with <br />page 1-1 of the TPR. <br />Clarify in the <br />TPR is sorting will be conducted <br />and <br />areas where sorting will <br />conducted. <br />b) The JTD cannot be referenced because it is under a different permit (39 -AA -0015). <br />3-6 The "wood waste stockpile/sorting area..:' This appears to conflict with page 1-1 of the TPR. <br />Clarify whether sorting will be conducted and where sorting areas will be located. <br />3-7 The term <br />"cannery <br />rinse <br />water" is used. <br />The <br />EHD staff is requesting that <br />the term be changed to <br />"high B.O.D. <br />liquid <br />from <br />food processing." <br />3-10 a)The Litter Management Plan (LMP) is referenced in the document. The LMP was not provided <br />as part of the document.
