Forward Resource Recovery SWIS: 39 -AA -0020 <br />Comments for RCSI Dated May 2014 <br />Page Comment <br />1-2 a)Garbage, mixed solid waste, animal based grit/grease, and holding tank pumping are <br />listed as materials received for composting. These materials are not approved feedstocks for <br />open windrow composting. <br />b)The <br />term "cannery <br />rinse water is <br />used. The EHD staff are <br />requesting that the term "high <br />B.O.D. <br />liquid <br />from food processing' <br />be used instead. <br />well. <br />c)The Joint Technical Document (JTD) is referenced. The JTD cannot be referenced because it is <br />under a different permit (39 -AA -0015). <br />1-3 The term "agriculture" wells is used. Change the term to "production" wells. <br />1-4 The term "domestic" well is used. Change the term to "production" well. <br />1-5 a)Garbage, sewage sludge, biosolds, holding tank pumpings and animal based grit/grease are <br />not approved materials for composting. <br />b)The <br />term "cannery <br />rinse water" is <br />used. The EHD staff are <br />requesting that the term "high <br />B.O.D. <br />liquid <br />from food processing' <br />be used instead. <br />well. <br />c) The document states <br />that "compost...utilized <br />on-site as <br />soil amendment with prior <br />notification to the LEA." <br />Change to, "...with <br />prior approval <br />by the LEA." <br />d)The 1TD cannot be referenced because it is under a different permit (39 -AA -0015). <br />1-6 a)Sewage sludge, holding tank pumpings, septic tank pumpings are not approved feedstocks for <br />open windrow composting. <br />b)The statement "Ash may be incorporated into composting mixtures to help reduce odors." <br />Does Forward Inc have evidence that ash does reduce odors? The EHD staff is requesting <br />supporting documentation for this statement. <br />c)The term "cannery <br />rinse water" is used. Change the term to "high B.O.D. liquid from food <br />processing." <br />1-9 a)Garbage, <br />mixed solid waste, animal based grit/grease, and holding tank pumping are <br />listed as materials received for composting.
