3-7 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc <br /> <br />In general, the load checking program consists of the following basic components: load <br />inspection, training of on-site personnel, and signage. <br />The element of load inspection consists of load checking at the tipping areas within the <br />transfer building. The equipment operator(s) check for hazardous or unacceptable waste at <br />the unloading area. All personnel are experienced and trained in identifying potentially <br />unacceptable wastes within the loads. One staff person will be assigned to inspect for <br />unacceptable wastes. If unacceptable waste that is not hazardous is detected, the operator <br />tells the customer to either remove the waste from the landfill or have the waste removed by <br />an appropriate hauler to an approved facility. If hazardous waste is detected, the waste is <br />hauled by a registered waste hauler, under manifest, to an approved facility. <br />Hazardous wastes that are found after the hauler has left the site are moved to the <br />hazardous waste storage locker for temporary (less than 90 days) storage prior to proper <br />offsite disposal. The storage locker is a special chemical storage building that is kept <br />locked. Wastes are removed from the locker before any waste has been stored for 90 days, <br />or once the locker reaches 90 percent of its capacity, which ever happens first. Containers <br />of hazardous waste are labeled with the customer's name and the date and time of delivery. <br />Unacceptable wastes that are discovered after the hauler has left are moved away from the <br />working area, contained or covered, and marked with the waste and generator information, <br />if known. If the customer that hauled the hazardous or unacceptable waste is known, the <br />RRF notifies them that the waste must be removed by an appropriate hauler and disposed <br />of at an appropriately licensed site. If the customer refuses, Forward Inc. contracts with a <br />hazardous waste hauler to remove and dispose of the waste properly and bills the customer <br />for the costs. <br />If hazardous materials are discovered that are not containerized such that reloading of the <br />waste onto the vehicle is not possible, the area is marked off to limit access and all <br />employees evacuate the spill area. The San Joaquin County Office of Emergency Services <br />and other appropriate agencies are notified of the incident. The appropriate emergency <br />agency will handle the containment of the spill by site personnel or an appropriately licensed <br />private contractor. A hazardous materials contractor will handle the cleanup, manifesting, <br />and delivery of the spilled materials to an approved facility. <br />All hazardous waste disposal incidents are recorded on the load checking sheet and are <br />reported to the Department of Toxic Substances Control (DTSC), Regional Water Quality <br />Control Board (RWQCB), LEA, and the California Emergency Management Agency Warning <br />Center. <br />The load checking program is explained in detail to all site personnel who are involved with <br />load inspections including the scalehouse attendant, load inspectors, transfer station <br />workers, and equipment operators.
