One bin is labeled and designated for <br />universal waste – refrigerators only and the other bin is labeled for other universal wastes. <br />Once the universal waste bins are full, the landfill contracts with a hauler to remove and <br />dispose of the waste properly at an approved permitted facility. <br />Other components of this plan, such as signage discussed in Section 2.2, training of <br />personnel to recognize wastes that are prohibited for disposal (including universal waste) as <br />discussed in Section 3.2, and recordkeeping procedures as discussed in Section 4.0, are <br />applicable to universal wastes as well. <br />3.5 PROCESSED GREEN MATERIAL PRO CEDURES <br />Currently, processed green material (PGM) is not used at the site. However, the landfill may <br />receive green materials in the future and will be processed on-site or pre-processed. The <br />Operator will notify the LEA 30 days prior to resuming use of PGM. The notification to the <br />LEA will include a site map indicating the area where acceptance and processing of PGM will <br />occur. The future PGM area would be located on a permitted, lined portion of the landfill. <br />Processed Green Material (PGM) is used for moisture control, erosion control, and/or ADC. <br />A spotter diverts customers with wood or green waste loads from the access road to a <br />designated area where the PGM is off-loaded by the customer. On-site personnel monitors <br />the off-loading to ensure that trash, hazardous wastes and other contaminants are not <br />mixed in with the green material. The PGM is stockpiled on the ground for a maximum of <br />seven days within receipt of the material. On-site personnel monitor any green material <br />stockpiled for excessive heat, potential combustion, and other nuisances such as vectors, <br />odors, dust, and litter. The site supervisor is notified if any of these issues need immediate <br />attention or additional staffing. A mobile grinder is brought to the site to chip and grind th e <br />stockpile within seven days of receipt of the material. The PGM is then transported by on- <br />site personnel and equipment and deposited near the active face. Application of PGM for <br />use as ADC is discussed in the JTD. The PGM used as ADC does not include food waste. <br />3.6 UNACCEPTABLE WASTE PROCEDURES <br />If unacceptable wastes are identified through the HWEP, the material will be marked off and <br />removed from the active face of the disposal area. The waste will be covered or <br />containerized, as needed, and will be labeled with the customer's name (if known), marked <br />with the waste and generator information (if known), and the date and time of delivery. If <br />wastes are in adequate containers and can be safely handled, waste will be stored on-site in <br />the designated area to await proper disposition by a licensed hazardous waste <br />hauler/recycler or, if the hauler who brought the waste can be identified, the hauler will be <br />asked to remove the waste. If the customer refuses to handle waste removal, the landfill <br />contracts with a hauler to remove and dispose of the waste properly and Forward pays these <br />expenses.
