A previous study (Austin Road Landfill EIR, 1999) identifies a <br />mitigation measure that included the applicant's contribution to the <br />installation of a traffic signal at Austin Road/Mariposa Road. This is <br />included in existing permit requirements and is assumed to occur as part of <br />baseline conditions. <br />b. 4 (B.2) <br />Identified in EIR: <br />The project applicant shall contribute $3,768.84 toward the signal Installation at Austin <br />Road/Arch Road. The applicant shall contribute $4,696.67 to the signal Installation at the <br />intersection of Austin Road/French Camp Road. <br />c. 5 (B.6) <br />Identified in EIR: <br />The applicant shall contribute a fair share to the required addition of a second eastbound-to- <br />southbound left turn lane to Austin Road that would be required to irnprove intersection <br />operations to acceptable levels. The improvement includes the addition of a second <br />eastbound-to-southbound left tum lane at the intersection of Mariposa Road/ Austin Road. <br />Wrth the recommended improvement, the intersection would operate at LOS B with a VIC <br />ratio of 0.686 during the PM peak hour. <br />identified in EIR: <br />If future spills or accidents during waste transport indicate that changes should be made to <br />waste transport haul routes to the landfill from major arterials, SR 4 or Highway 99, the San <br />Joaquin County PubliC Works Department shall modify the haul routes as appropriate. <br />d. An encroachment permit shall be required for work within the road right-of-way. <br />(Development Title Sections 9-1145.4 and 9-1145.5) <br />J!. No excavation shall be allowed within 25 feet of any road right-of-way. (Development Title <br />Section 9-1415.3[j) <br />1. (Resolution R-00-433) <br />1 A Maintenance Agreement. between the applicant and the County, to ensure that Austin <br />Road (including all bridges on the haul route), from Mariposa Road to French Camp Road. is <br />maintained to a condition acceptable to San Joaquin County shall be executed by the <br />applicant.
