'.' <br />The landfill operator will comply with all provisions of CCR, Title 27, Division 2, Chapter 3, <br />Subchapter 4, Articles 1-3, 'Disposal SHe Operations' that apply to landfill health and safety. <br />f. 35 (E.4) <br />Proposed as Part of the Project: <br />Where required by State and Federal regulatioris, the landfill gas monitoring, gas control and <br />collection system will be Installed, extending to the new areas of the expanding landfill and <br />operating In conformance with applicable regulations. <br />The landfill operator will not construct or otherwise locate any structure in an area of known <br />landfill gas build-up. <br />All site personnel who work in permanent structures will be trained to use and respond to the <br />landfill gas monitoring and alarm system. <br />Identified in EIR: <br />Landfill gas monitoring shall include volatile organic compounds in order to determine the <br />amount of contaminant recovery, and control potential exposure to on site personnel. <br />g. 37 (E.S) <br />Proposed as Part of the Project: <br />The landfill operator will follow legally required daily or alternative cover practices. <br />The landfill will continue to ban intact tires (which collect water and serve as a breeding <br />ground for vectors) and large dead animals from disposal at the landfill. <br />Existing measures to discourage birds from the landfill will be continued. <br />Appropriate landfill personnel will periodicaRy monitor the landfill for the presence of vectors, <br />and landfill inspections will be documented in the landfill operations administrative file. <br />h. 38 (E.7) <br />Identified in EIR: <br />(a) NI applicable regulatory guidance originating after the Forward Landfill 1993 EIR and <br />Austin Road Landfill 2000 EIR shall be Implemented; all hazardous materials shall be <br />handled in accordance with local, State, and federal regulations. <br />(b) The site HMMP, Swppp, Operations Manual, and Wet Weather Plan shall serve to <br />provide guidance In the use and handling at hazardous materials during the operations of the <br />facility. <br />i. 39 (E.S) <br />Identified in EIR: <br />Forward Landfill shall continue to test all known water supply wells within the area of the <br />mapped and projected groundwater plume. Groundwater monitoring test shall be performed <br />quarterly at all downgradient private wells at risk. Where detectable VOCs have historically <br />been reported, bottled water shall continue to be supplied by the applicant (as is currently <br />being done for two affected households) urrbl the well sample analytical results show no <br />detectable VOCs for four consecutive quarterly sampling events. Other offsite private wells <br />such as the CYA wells that have not been adversely affected by the plume shall continue to <br />be monitored and if VOC-contamination is reported then replacement water shall be provided <br />by the applicant, if requested.
