'-- <br />f, 76 Austin 2000 (F15.a) <br />The project sponsors or the SJMSCP JPA should fund and conduct pre-construction protocol <br />surveys for burrowing owis in all ruderal and non-native grassland habitats within the project <br />site. Surveys should be conducted as recommended in the Staff Report on Burrowing Owl <br />Mitigation (CDFG 1995) and as otherwise prescribed in the Burrowing Owl Survey Protocol <br />and Mitigation Guidelines (BOC 1993). If burrowing owl are observed during surveys, the <br />extent of burrowing owl habitat on the project site would be delineated by a qualified <br />ornithologist. Avoidance and mitigation would be pursuant to new guidelines provided by <br />CDFG and/or as specified by the SJMSCP. <br />g. 77 Austin 2000 (F15.c) <br />(Burrowing owls) If the proje,ct sponsor elects to mitigate in accordance with the SJMSCP, <br />then the JPA may fund and conduct pre-construction surveys to prevent direct take of <br />Individuals or nests. Pre-construction surveys should be conducted within 30 days prior to <br />ground disturbance. These actions would reduce any significant adverse impacts to <br />burrowing owl to a level considered less than significant. This mitigation option would also <br />reduce impacts to this species habitat to a level considered less than significant by including <br />pre-construction surveys in combination with payment of SJMSCP fees. In addition, methods <br />to prevent occupation of the site by burrowing owls during construction should be employed, <br />consistent with the guidelines in the SJMSCP. These methods incfude instal/ation of one- <br />way doors in occupied burrows, maintaining vegetation cover that discourages burrowing <br />ground squirrels, disking to destroy burrows, or control of ground squirrel populations, <br />CITY OF STOCKTON MUNICIPAL UTILITIES DEPARTMENT (staff Contact: Robert Castelli, <br />209-937-8750) <br />a. 81 (1.4) <br />Proposed as Part of the Project: <br />If leachate is delivered to the City of Stockton Regional Wastewater Control Facility, the <br />project sponsor will provide for independently corroborated test resultS to the CHy to <br />demonstrate the chemical composition of the leachate extracted from the proposed <br />consolidated landfill project. Monitoring and testing of landfill-generated leachate will meet <br />the requirements of the Cny of stockton Wastewater Ordinance and the City Municipal <br />Utilities Department. <br />If leachate quality is not acceptable for disposal at the Regional Wastewater Control Facility, <br />the project sponsor will either have the leachate collected and disposed off-sHe by a licensed <br />Treatment and Disposal Facilny, or will develop on-site leachate processing that will result in- <br />treated leachate that is acceptable for disposal at the wastewater treatment plant or <br />acceptable to regulatory agencies for on-site use.
