Consolidated Forward . Landfill Page 10
If future spills or accidents during waste transport indicate that changes should be made to
waste transport haul routes to the landfill from major arterials, SR 4 or Highway 99, the San (
Joaquin County Public Works Department shaIl modifY the haul routes as appropriate. .
35 (E.4)
Proposed as Part of the Project:
Where required by State and Federal regulations, the landfiIl gas monitoring, gas control and
coIlection system wiIl be instaIled, extending to the new areas of the expanding landfill and
operating in conformance with applicable regulations.
The existing gas extraction system, or an equivalent system, wiII continue to operate.
Regular gas monitoring will be conducted to prevent explosive or toxic gas accumulation in
onsite buildings or Iieneath temporary buildings. The landfiIl operator wiII install an
automatic combustible gas detection and alarm system for structures at the site.
The landfill operator will not construct or otherwise locate any structure in an area of known
landfill gas build-up.
All site personnel who work in permanent structures wiII be trained to use and respond to the
landfill gas monitoring and alarm system.
Identified in This Em:
36 {E.5}
Landfill gas monitoring shall include volatile organic compounds in order to determine the
amount of contaminant recovery, and the landfill gas control system will control potential
exposure to on site personnel.
Identified in This Em:
37 (E.6)
The landfill operator shall submit an updated post-closure permit application for WMU-A
that presents plans to prohibit the expansion of the new landfill areas above WMU-A. The
applicant filed a renewal of its hazardous waste permit for WMU-A on October 31,2000
(Kleinfelder, 2000) that presents the controls and monitoring ofWMU-A. The applicant's
JTD descn'bes creating a wedge oflandfill material north ofWMU-A that would keep a
buffer area around the WMU-A boundaries clear of new refuse and then start to build
outward and upward. This plan must have the approval of the CIWMB and RWQCB. .
Proposed as Part ofthe Project:
38 (E.7)
The landfill operator will follow legally required daily or alternative cover practices:
The landfill will continue to ban intact tires (which collect water and serve as a breeding
ground for vectors) and large dead anirr:a 1s from disposal at the landfill.
Existing measures to discourage birds from the landfill will be continued.
Appropriate landfill personnel wiII periodically monitor the landfill for the presence of
vectors and take preventative action where required, and landfill inspections "ill be
documented in the landfill operations administrative file.
c
