Active faces need to have a certain moisture content <br />so as to preclude the generation of dust. It is recognized that a balance must be struck <br />between maintaining sujJident moisture for dust control and applying too much moisture <br />such that the generation of e:LCess leachate occurs. The conditions at the active faces of a <br />landfill as well as the leachate generated, shall be monitored and professional judgment <br />utilized at all times to keep these two factors in balance. <br />F. HYDROLOGY AND WATER QU:lllTY <br />44 (F.l) <br />Proposed as Part of the Project: <br />As part of the design pl~ for the proposed landfill, Forward Landfill completed calculations <br />of the 1 ODD-year peak di __ charges. The hydraulic and drainage study was used to design <br />appropriate drainage controls. Drainage controls were designed to prevent contact between <br />surface water and refuse. Sire run-on and run-off control facilities consist of drains and ( <br />perimeter ditches that channel surface water to lined holding and evaporation ponds on the,~._
