Consolidated Forward. c. Landfill Page 14
The operator will remove; any hazardous materials spotted during delivery, thus minimizing
the potential for leachate ~ontaillillation if a break occurs in the liner or the leachate collection .
(.' system.
A double liner shall be installed under the sump area, as required by the RWQCB;
Electric testing of the liner in each >1,-a,,"te Management Unit shall be conducted before waste
can be disposed in that Unit, as required by the RWQCB; and
Identified in This EIR:
47 (FA)
If any modifications to the leachate collection system and associated monitoring described in
the JTD are required the RWQCB, the landfill operator shall implement those changes.
Proposed as Part of the Project:
Proposed measures to address concerns about additional leachate generation as a result of the
combined landfill have been addres.sed in the JTD with the presentation of the EPA HELP
model results based on the projected volumes of refuse, and the description of the leachate
collection system designed to meet the maximum probable leachate generated. Engineering
control systems (leachate collection system, drainage control, groundwater and gas controls),
monitoring programs, and instinnional controls have been presented in the JTD currently
under review at the RWQCB. Reponing on leachate generation volume and quality is a
requirement of the RWQCB-stipuIared progress reporting through the various proposed
landfilling phases.
The landfill cell anchor trenches will be elevated two to three feet above the surrounding land
to minimize the possibility of water from major storm events draining into the cells and ( .
adding to the volume of leachate.
Identified in This Em:
48 (F.5)
Continued monitoring of the effectiveness of mitigation measures for leachate shall be
perfonned by the responsible regu1atory agencies (currently the RWQCB and, for the WMU-
A, the DTSC). These agencies h:cp abreast of state-of-the-art information on leachate
generation mechanisms and appropriate mitigation. If, in the future, monitoring demonstrates
that the procedures above were insufficient to mitigate the effects oflandfill-generated .
leachate, the agencies will, as applllpliate, require additional mitigation measures.
Proposed as Part of the Project:
Maximum pre-loaded settlement of the combined landfill is projected in the JTD to provide
the maximum period for settlement, and take advantage of anticipated improvements in
geosynthetic technology.
Future design for the vertical expansion will, if necessary, include additional components in
the liner system, depending on furore differential settlement on the liner system.
The extraction wells proposed as part of the Revised Engineering Feasibility Study (ABE,
2001B) will be maintained and monitored during combined landfill build-out phases, and
modified as needed based on the RWQCB' s review of monitoring data.
(
