Engineering <br />control systems (leachate collection system, drainage control, groundwater and gas controls), <br />monitoring programs, and instinnional controls have been presented in the JTD currently <br />under review at the RWQCB. Reponing on leachate generation volume and quality is a <br />requirement of the RWQCB-stipuIared progress reporting through the various proposed <br />landfilling phases. <br />The landfill cell anchor trenches will be elevated two to three feet above the surrounding land <br />to minimize the possibility of water from major storm events draining into the cells and ( . <br />adding to the volume of leachate. <br />Identified in This Em: <br />48 (F.5) <br />Continued monitoring of the effectiveness of mitigation measures for leachate shall be <br />perfonned by the responsible regu1atory agencies (currently the RWQCB and, for the WMU- <br />A, the DTSC). These agencies h:cp abreast of state-of-the-art information on leachate <br />generation mechanisms and appropriate mitigation. If, in the future, monitoring demonstrates <br />that the procedures above were insufficient to mitigate the effects oflandfill-generated . <br />leachate, the agencies will, as applllpliate, require additional mitigation measures. <br />Proposed as Part of the Project: <br />Maximum pre-loaded settlement of the combined landfill is projected in the JTD to provide <br />the maximum period for settlement, and take advantage of anticipated improvements in <br />geosynthetic technology. <br />Future design for the vertical expansion will, if necessary, include additional components in <br />the liner system, depending on furore differential settlement on the liner system. <br />The extraction wells proposed as part of the Revised Engineering Feasibility Study (ABE, <br />2001B) will be maintained and monitored during combined landfill build-out phases, and <br />modified as needed based on the RWQCB' s review of monitoring data. <br />(
