Copies of these permits are included in <br />Appendix F. <br />4.1.6 Regional Water Quality Control Board <br />The RRF is covered under the SWRCB’s general stormwater permit as administered by the <br />Central Valley RWQCB. The RRF manages stormwater through implementation of a site- <br />specific Stormwater Pollution Prevention Plan (SWPPP) for the landfill, RRF, and Compost <br />Facility. A copy of the landfill's SWPPP is maintained on-site. The current WDR for the <br />Landfill and Compost Facility is included in the RCSI (SWT, 2014). <br />4.1.7 Fire Authority <br />The Manteca-Lathrop Fire Department is the local fire authority which has jurisdiction over <br />this facility. Permits issued by the fire department are maintained at the facility office. <br />4.1.8 Finding of Conformance <br />The California Integrated Waste Management Act of 1989 (Public Resources Code Section <br />40000, seq.) requires cities and counties to prepare a plan for their solid waste system known <br />as a Countywide Integrated Waste Management Plan (CIWMP). The County of San Joaquin <br />has completed their CIWMP. The RRF is identified in the Non-Disposal Facility Element (NDFE), <br />as part of the CIWMP. <br />4.1.9 California Environmental Quality Act <br />An Environmental Impact Report (EIR), which describes and supports the design and operation <br />of the Forward Landfill was filed with the State Clearinghouse (SCH No. 2001052081) and <br />certified by the San Joaquin County Planning Commission on February 6, 2003. Subsequently, <br />a Notice of Determination was filed with the State Clearinghouse on April 14, 2003. <br />In addition, a Negative Declaration was prepared to address environmental impacts <br />associated with the relocation of the permitted boundaries. The Negative Declaration was <br />filed with the State Clearinghouse (SCH No. 2010112045) and certified by the San Joaquin <br />County Planning Commission in January 2011. <br />4.2 Siting and Design Requireme nts (14 CCR, Section 17406.2) <br />The RRF’s design and operation were found to be in compliance with the California Code of <br />Regulation Title 14 Minimum Standards for Solid Waste Handling and Disposal as <br />determined by a document review conducted by CalRecycle and the LEA prior to the <br />issuance of the SWFP.
