TITLE 23, CHAPTER 15, ARTICLE 5
FINANCIAL ASS CE REPORT
Title 23, Chapter 15, Article .5, section 2550.0(b) requires that
a discharger must "obtain and maintain assurances of financial
responsibility for initiating and completing corrective action for
all known. or reasonably foreseeable releases from the waste
management unit.t4 It is assumed for the this report that a release
has already been confirmed through verification monitoring and that
a corrective action plan must be prepared and implemented. This
report presents financial assurance to cover costs associated with
cleanup of a reasonably foreseeable release from a waste management
unit.
ASSUMPTIONS:
1. The method of cleanup will be to pump and treat the
contaminated water using extraction wells and a treatment
system at the surface.
2. 3 extraction wells will be sufficient.
3. 2 additional monitoring wells will be installed.
4. A consultant will design the treatment system and prepare the
Corrective Action Plan.
STEP 1 - CORRECTIVE ACTION INVESTIGATION
A corrective action investigation must be performed to:
A. Design and install extraction wells
B. Install additional monitoring wells - to evaluate the
effectiveness of the. cleanup.
C. Evaluate different pumping and treating schemes and
determine the number of extraction wells needed by
performing an aquifer pump test
D. Begin ground water modeling to help predict contaminant
migration.
STEP 2 - PREPARE CORRECTIVE ACTION PLAN
A Corrective Action Plan (CAP) must be prepared for agency
approval. The CAP will include an evaluation of long term
corrective action, justification for the suggested action, and
identification of potential impacts in the area.
