Box 2009 <br /> Stockton, California 95201 <br /> Re: State Inspection- Foothill Sanitary Landfill <br /> Facility No.- 39-AA-0004 <br /> Dear Mr. Valinoti: <br /> California Integrated Waste Management Board (CIWMB) staff <br /> conducted a State Inspection, in conjunction with an inspection by <br /> Mr. Padilla and Ms. McCoy of your agency, of the Foothill Sanitary <br /> Landfill on August 4, 1992, pursuant to Division 30, Public <br /> Resources Code (PRC) , Sections 43214 and 43219 (b) . The facility <br /> was evaluated for compliance with applicable sections of the PRC <br /> and Title 14, California Code of Regulations (CCR) . Enclosed are <br /> three copies of the State Inspection Report, one for your records, <br /> one to forward to Mr. Horton of San Joaquin County, and one to <br /> forward to Mr. Nomellini of Foothill Sanitary Landfill, Inc. <br /> Overall site conditions and operations were excellent. No <br /> violations of applicable State laws and regulations were documented <br /> during the inspection. However, one area of concern was noted <br /> regarding facility compliance with the following State Minimum <br /> Standard: <br /> 14 CCR 17705 Gas Control <br /> As indicated within the State Inspection Report (see map) , Board <br /> staff using a combustible gas indicator (CGI) detected gas at a <br /> concentration of 440 parts per million along the southern exterior <br /> foundation of the supervisor's residence at the landfill. <br /> Compliance and Corrective Action staff, accompanied by Mr. Padilla <br /> & Ms. McCoy of your office and Messrs. Karam and Johnson of San <br /> Joaquin County Public Works, returned to the landfill on August 21, <br /> 1992 to confirm this finding. During this second visit and using <br /> CGIs, readings as high as 380 ppm were obtained along the southern <br /> exterior foundation. However, no measurable (0 ppm) gas quantity <br /> was detected along the southern interior wall of the residence nor <br /> any other interior space monitored. As a precaution to the <br /> possibility of exposure to migrating gas, Board staff suggest that <br /> Printed on Recycled Paper— <br />
