Box 1810
Stockton, CA 95201
Subject: Initial closure and Postclosure Maintenance Costs,
Foothill Sanitary Landfill, San Joaquin county,
Facility No. 39 -AA -0004
Dear Mr. Horton:
California Integrated Waste Management Board (Board) staff have
reviewed the Initial Cost Estimate Worksheet for Closure and
Postclosure Maintenance, for Foothill Sanitary Landfill. The
referenced cost estimates were received by the Board on
January 3, 1989. The purpose for reviewing the cost estimates
was to check whether the projected funding requirements for
closure and postclosure were defined well enough to estimate the
amount of money required in the funding mechanisms at this time.
This check was initiated by a request from the Board's Financial
Assurance section.
Upon completion of Board staff review of the subject document,
the following deficiency was noted:
• The cost estimates are notset up for a third part;y, to
design and implement closure and postclosure maintenance
activities, pursuant to Title 14, California Code of
Regulations, Division 7, Chapter 5, Article 3.4, Section
18263 and 18266.
Please revise the Initial Closure and Postclosure Maintenance
Cost Estimates to reflect the utilization of a third party to
design and implement closure and postclosure maintenance
activities.
The revision of the closure and postclosure maintenance cost
estimates must be reflected in the financial mechanisms for the
subject site. Failure to revise the cost estimates may lead to a
delay in obtaining the solid waste facility permit modification.
If you have any questions regarding this matter, please contact
me at -(916) 255-2482.
Sincerely,
Robert Anderson
Closure and Remediation Branch
Permitting and Compliance Division
R1A:msc1d-3A39AA0004.cst
— Printed on Recycled Paper --
