Box 1810 <br />Stockton, CA 95201 <br />Subject: Initial closure and Postclosure Maintenance Costs, <br />Foothill Sanitary Landfill, San Joaquin county, <br />Facility No. 39 -AA -0004 <br />Dear Mr. Horton: <br />California Integrated Waste Management Board (Board) staff have <br />reviewed the Initial Cost Estimate Worksheet for Closure and <br />Postclosure Maintenance, for Foothill Sanitary Landfill. The <br />referenced cost estimates were received by the Board on <br />January 3, 1989. The purpose for reviewing the cost estimates <br />was to check whether the projected funding requirements for <br />closure and postclosure were defined well enough to estimate the <br />amount of money required in the funding mechanisms at this time. <br />This check was initiated by a request from the Board's Financial <br />Assurance section. <br />Upon completion of Board staff review of the subject document, <br />the following deficiency was noted: <br />• The cost estimates are notset up for a third part;y, to <br />design and implement closure and postclosure maintenance <br />activities, pursuant to Title 14, California Code of <br />Regulations, Division 7, Chapter 5, Article 3.4, Section <br />18263 and 18266. <br />Please revise the Initial Closure and Postclosure Maintenance <br />Cost Estimates to reflect the utilization of a third party to <br />design and implement closure and postclosure maintenance <br />activities. <br />The revision of the closure and postclosure maintenance cost <br />estimates must be reflected in the financial mechanisms for the <br />subject site.
