Box 1810 <br /> Stockton, CA 95201 <br /> SOLID WASTE ASSESSMENT TEST (SWAT) REPORT, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN <br /> COUNTY, CASE NO. 1928 <br /> We have reviewed the SWAT Report for Foothill Sanitary Landfill and have the following <br /> comments: <br /> 1. You state that San Joaquin County is the owner of the facility. However, we have <br /> not been notified by Waste Management, Inc. , the owners listed on the Waste <br /> Discharge Requirements (WDRs) , that the facility ownership was transferred to the <br /> County. Has the litigation been settled regarding the ownership issue? If so, <br /> we must receive official notification of the change in ownership. Also, an <br /> amended Report of Waste Discharge (RWD) must be submitted to the Regional Board <br /> as required by Provision C.3 of WDRs Order No. 89-018. Enclosed is an Application <br /> for Waste Discharge to be completed as a RWD. A technical report will not be <br /> required with the RWD unless a change in the operation of the landfill is <br /> proposed. <br /> 2. Has there been, or do you propose an investigation of the perched water zone to <br /> determine if it has been affected by the operation of the landfill? If so, what <br /> actions have been taken, or are proposed? If the perched zone were encountered <br /> in a downgradient monitoring well , an investigation of the zone would have been <br /> required for the SWAT. The investigation will not be necessary at this time since <br /> the zone was only encountered in the background well. However, when expansion of <br /> the landfill is proposed, an investigation of the perched zone should be performed <br /> to determine if it can be monitored as a part of the detection monitoring system. <br /> The SWAT Report is approved.
