Box 2009 <br />Stockton, CA 95201 <br />ATTN: ED PADILLA <br />RE: Diatomaceous Earth Disposal <br />Generator: Power Operating Company <br />Location : Lathrop, CA <br />Amount : 25 cubic yards <br />Dear Ed: <br />The above referenced Generator has contracted with my firm to <br />to remove and dispose of the above referenced material at your <br />Foothill Disposal Site. <br />HISTORY: <br />The Diatomaceous Earth (D.E.) waste was generated as a filter <br />media used to filter municipal water entering the power plant <br />process. This particular Plant requires extremely clean water <br />to produce steam and power. <br />Our Customer contacted my firm initially, due to initial Lab <br />Analysis indicating high Arsenic and Lead contamination (see <br />Zalco Lab Analysis). I reviewed the procedures our Customer <br />had used in sampling the D.E., and found a serious problem. They <br />had used an old plastic bucket, of unknown origin, as a <br />The D.E. was resampled by another Lab (Canonie Environmental) <br />using E.P.A. Standard protocol. The Lab then ran this sample <br />using California Title 22 wet extraction procedure. The D.E. <br />was analyized for Arsenic, Copper and Lead using E.P.A. method <br />6010.
