FOOTHILL SANITARY LAND FILL, Inc.
Refuse Disposal Site for San Joaquin County
POST OFFICE BOX 1528 - STOCKTON, CALIFORNIA 95201
TELEPHONE 20946&5089 7 N,
January 2, 1991 ENI
Ron Valinoti
San Joquin County Public Health Services
Environmental Health Division
P.O. Box 2009
Stockton, CA 95201
Subject: Foothill Landfill
Winterization Plan, 1990/1991
This letter describes the winterization procedures that havr-
been implemented at the Foothill Landfill for the winter of
1990/1991. The winterization activities were completed in earl
October, before the rainy season began. I
The winter dumping area is located at the southeast corner
of the permitted site, where a pit has been excavated to an
approximate depth of 50 feet, a width of 300 feet, and a length
*f approximately 600 feet. See the attached map for the locatio
of the dumping area. The 300 -foot width provides enough room to
accommodate both the private and commercial vehicles safely. I
The access roads have been built of rock and gravel to a
width of approximately 40 feet, making them wide enough for two-
way traffic. One of these roads provides access to the bottom of
the dumping pit.
The dumping pad has been built with a mixture of sand,
cement and broken tiles, which when compacted becomes an asphalt -
like surface.
The trench and fill landfilling method is used. Waste is
spread and compacted in an excavated trench. The trench is
expanded each day to provide dumping space, and the native soi
that is removed is used for daily cover. There is no need to
stockpile cover soil because it is generated continuously by t
trench excavation.
In the event that additional road material is needed it will
be purchased from El Rancho Rock and Gravel less than a mile from
the site.
