0 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 91-020 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SAN JOAQUIN COUNTY <br /> FOOTHILL SANITARY LANDFILL INCORPORATED <br /> FOOTHILL SANITARY LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. San Joaquin County (hereafter Discharger) submitted a Report of Waste <br /> Discharge (RWD) , dated 20 September 1990, which stated that San Joaquin <br /> County owns Foothill Sanitary Landfill . The RWD was amended with a letter <br /> dated 12 November 1990. <br /> 2. Foothill Sanitary Landfill is an existing Class III landfill. The property <br /> is owned by San Joaquin County and is operated by Foothill Sanitary Landfill <br /> Incorporated (herein jointly referred to as Discharger) under Solid Waste <br /> Facilities Permit No. 39-AA-004 issued by the San Joaquin Local Health <br /> District, and Waste Discharge Requirements (WDRs) issued under Order No. 89- <br /> 018. Operation and construction of the landfill is in accordance with a <br /> design and operation plan dated April 1988. <br /> 3. Foothill Sanitary Landfill is the subject of condemnation proceedings which <br /> were commenced by the County of San Joaquin in April of 1988. The County is <br /> in legal possession and control of Foothill pursuant to Orders of Possession <br /> issued by the Superior Court of the County of San Joaquin. The County <br /> presently possesses all indices of ownership subject only to the payment or <br /> deposit into court of just compensation and a final order of condemnation. <br /> 4. The approximately 800-acre facility is on the east side of Waverly Road <br /> about one mile south of Shelton Road in Sections 12 and 13, T2N, R9E, MDB&M <br /> (see Attachment "A"). The facility is divided into four separate landfill <br /> units. Currently, about 85 acres of WMU 1 have been filled. The remaining <br /> portion of WMU 1 will reach its final capacity of approximately 9,000,000 <br /> cubic yards by the year 2015. WMUs 2, 3, and 4 have capacities of <br /> 10,900,000 cubic yards, 11,900,000 cubic yards, and 23,200,000 cubic yards, <br /> respectively. The total capacity of the facility is 55,000,000 cubic yards <br /> and will reach that capacity by the year 2073. These WDRs regulate all four <br /> WMUs. <br /> 5. The Discharger has implemented a Hazardous Waste Exclusion Program at the <br /> Lovelace Road Transfer Station. The program consists of checking loads <br /> going through the station, which makes up 93 percent of wastes disposed of <br /> at Foothill , and turning away any prohibited wastes. If such wastes do get <br /> through, there are provisions for removal of the wastes from the facility. <br /> Foothill site personnel are trained to check for prohibited wastes as they <br /> are unloaded. <br />
