WASTE DISCHARGE REQUIREMENTS -3- <br /> SAN JOAQUIN COUNTY <br /> FOOTHILL SANITARY LANDFILL INCORPORATED <br /> FOOTHILL SANITARY LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 14. The site is not within a 100-year floodplain. <br /> 15. Surface drainage is intermittent in nature, with storm waters draining <br /> generally in a westerly direction to enter the Delta via either Mormon <br /> Slough or Duck Creek. <br /> 16. The beneficial uses of surface water are domestic, municipal , agricultural , <br /> stock watering, industrial supply, ground water recharge, recreation, <br /> esthetic enjoyment, and preservation and enhancement of fish, wildlife, and <br /> other aquatic resources. <br /> Land Use <br /> 17. Land within 1,000 feet of the facility is used mainly for agriculture. <br /> Other Legal References <br /> 18. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento River Basin (5A) which contains water quality objectives of all <br /> waters of the Basin. These requirements are consistent with that Plan. <br /> 19. The action to update the WDRs for this facility is exempt from the <br /> provisions of the California Environmental Quality Act (Public Resources <br /> Code Section 2100, et seq) , in accordance with Title 14, CCR, Section 15301. <br /> 20. The Board has notified the Discharger and interested agencies and persons of <br /> its intention to revise the WDRs for this facility. <br /> 21. In a public hearing, the Board heard and considered all comments pertaining <br /> to this facility and discharge. <br /> IT IS HEREBY ORDERED that Order No. 89-018 be rescinded and that San Joaquin <br /> County, Foothill Sanitary Landfill Incorporated, Foothill Sanitary Landfill <br /> Facility, in order to meet the provisions of Division 7 of the California Water <br /> Code and the regulations adopted thereunder, shall comply with the following: <br /> A. Prohibitions: <br /> 1. The discharge of 'hazardous waste' or 'designated waste' at this site is <br /> prohibited. <br /> 2. The discharge of liquid or semi-solid waste (i.e. , waste containing less <br /> than 50 percent solids) to the landfill is prohibited. <br /> 3. The discharge of solid waste containing free liquid or moisture in <br /> excess of the waste's moisture holding capacity is prohibited. <br />
