f •� Moil, <br />LCRS Design - Area 213 <br />Foothill Sanitary Landfill <br />Geo -Logic Associates, Inc. (GLA) has prepared this report for the San Joaquin County <br />Department of Public Works (County) that summarizes the design of the leachate collection and <br />removal system (LCRS) for Area 213 at the Foothill Sanitary Landfill facility (FSLF) in Linden, <br />California, which incorporates an engineered alternative design (EAD) for the LCRS base liner <br />blanket leachate collector. This report describes both the proposed LCRS for the side slopes and <br />base of Area 213, and further demonstrates through calculation, how the proposed EAD meets <br />the requirements of state and federal requirements for such. <br />The FSLF is a Class III facility as defined by Title 27 of the California Code of Regulations (CCR) <br />that is located approximately 15 miles east of the Stockton, California. The proposed Area 213 <br />encompasses an approximate 25 -acre plan area and is south of Area 2A and Area 1, as shown in <br />Figure A. <br />2.0 REGULATORY REQUIREMENTS <br />2.1 Federal Requirements <br />Minimum federal requirements for landfill LCRS design is described in Subtitle D of the Code of <br />Federal Regulations (CFR), which requires that new municipal solid waste (MSW) units and <br />lateral expansions be constructed with a leachate collection system that is designed and <br />constructed to maintain less than 12 inches of leachate head over the liner. <br />2.2 State Requirements <br />Minimum State of California requirements for LCRS design are contained in Section 20340(b) of <br />Title 27 of the California Code of Regulations (CCR). It states that "...where an LCRS is used, it <br />shall be installed immediately above the liner..., and shall be designed, constructed, <br />maintained, and operated to collect and remove twice the maximum anticipated daily volume <br />of leachate from the Unit." <br />Furthermore, the California Regional Water Quality Control Board, Central Valley Region <br />(RWQCB) discusses site specific liner requirements, including the base LCRS construction, within <br />the FSLF's Waste Discharge Requirements (WDR) No. R5-2015-0058 under the "Landfill Design <br />and Construction" section, order numbers 74. Order number 74 describes the currently <br />approved EAD for the FSLF base liner system as consisting of, from bottom to top: <br />• 1 -foot -thick prepared foundation layer <br />• Geosynthetic clay liner (GCL) <br />• 60 -mil high density polyethylene (HDPE) geomembrane liner <br />• LCRS consisting of 4 -inch diameter HDPE collection piping in drainage troughs within a 9 - <br />inch -thick blanket gravel drainage layer (GDL) <br />• Geotextile <br />• 2 -foot -thick soil operations layer <br />Project No. AU 17.1254 1 LCRS Design 1 <br />May 2018 <br />
