PROJECT DESCRIPTION <br />Foothill Sanitary Landfill, Inc. (FOOTHILL) operates the <br />Foothill Sanitary Landfill located East of Waverly Road and south <br />of Shelton Road in San Joaquin County. FOOTHILL has operated <br />this landfill for the County under a long term agreement with the <br />County, since 1965.' .The landfill is classified as a Class III <br />type landfill and 'as such", accepts municipal type waste.- It <br />does not accept haiardous or _designated waste. <br />The project being reviewed by this document is defined as the <br />acquisition by the County of San Joaquin of the assets of <br />FOOTHILL which include the following: <br />1. The operating Agreement between the County and <br />FOOTHILL. The County proposes to acquire thisagreement <br />which expires in 2005, and to operate the landfill with <br />County equipment and employees. <br />2. The Lease of the real property. FOOTHILL currently <br />leases the real property on which it conducts landfill <br />operations. This lease expires in 2005. The County <br />proposes to assume the rights of the lessee. <br />3. -The.Solid,'Waste Facilities Permit'Number 39-AA-004. <br />t 'is proposed that this permit be transferred to the <br />County. <br />4The Waste Discharge Requirements Number 71-110, issued <br />1_ y the Central Valley Regional Water Quality Control Board. <br />It is proposed that these Requirements be transferred to the <br />County. <br />5. The operating equipment. It is proposed that the <br />County will acquire all of the equipment which 'FOOTHILL uses <br />to operate the landfill. <br />6. The real property improvements. The County proposes to <br />acquire all -of the improvements which FOOTHILL has placed on <br />the 'real property. <br />The County intends,to operate the landfill in the same manner as <br />it is currently operated. Therefore, the transfer of the assets <br />of FOOTHILL will 'not affect;.the operation of the facility, nor <br />will it affect the source or quantities of, :waste brought to the <br />site. Also the _proposed' acquisition is consistent with„"the <br />County's Solid Waste Management Plan. <br />Any future expansion of use, or physical change to the site or <br />surrounding environment will be reviewed in accordance to the <br />California Environmental Quality'Act. <br />
