MONITORING AND REPORTING PROGRAM -S- <br /> WASTE MANAGEMENT OF NORTH AMERICA INCORPORATED <br /> FOOTHILL SANITARY LANDFILL INCORPORATED <br /> FOOTHILL SANITARY LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> WATER QUALITY PROTECTION STANDARDS <br /> Standards for Surface Waters <br /> Four surface water samples shall be taken after four large storms during the <br /> rainy season, with no more than one per month, from the locations S-L and S-2 <br /> shown on Attachment "A" for one year and analyzed for each of the parameters and <br /> constituents listed under "Surface Water Monitoring" above. Analyses shall <br /> account for measurement errors in sampling and analysis. Data from these <br /> analyses shall be reported to the Board by I June 1989 for use by the Board in <br /> determining water quality protection standards for surface waters at the site. <br /> If subsequent upstream surface water sampling indicates significant water <br /> quality changes due to either seasonal fluctuations or other reasons unrelated <br /> to waste management activities at the site, the Discharger may request <br /> modification of these water quality protection standards. <br /> Standards for Ground Water <br /> Quarterly samples shall be taken from "background" monitoring wells for one <br /> year. If after a year the variability is too great to establish water quality <br /> protection standards, additional samples will be collected. Once the monitoring <br /> program is approved by the Board and implemented, the following will be analyzed <br /> for: <br /> Report in <br /> Parameter/Constituent Units of <br /> Specific Conductance (field) umhos/cm <br /> pH field) pH units <br /> Sul ate mg/l <br /> Chloride mg/l <br /> Nitrate mg/l <br /> Alkalinity mg/l <br /> Carbonate mg/l <br /> Bicarbonate mg/l <br /> Dissolved Iron mg/l <br /> Manganese mg/l <br /> TOC mg/l <br />
