COMPLIANCE AGREEMENT <br /> Re : California Waste Management Board <br /> Second Inspection of Foothill Sanitary Landfill <br /> August 16 and 17 , 1989 <br /> Facility No. 39-AA-0004 <br /> Violation 17684 - Intermediate Cover <br /> The area in question which has not been active for some <br /> time had been covered with silty material. Over a period of <br /> time the wind had blown away some of the cover. The area <br /> has been recovered with heavier material. <br /> In order to assure future compliance, an inspection <br /> will be made of the entire site by the site manager once <br /> every two (2) months. <br /> Violation 17708 - Drainage and Erosion Control <br /> The area which was eroded has been recovered and <br /> drainage pipes will be installed to minimize future erosion. <br /> The pipes have been ordered and are expected to be installed <br /> by November 1 , 1989. <br /> In order to assure future compliance, an inspection <br /> will be made of the entire site by the--site manager once <br /> every two (2) months. <br /> 18211 - Application for Revision of a Permit <br /> This site has always been permitted to receive infec- <br /> tious waste with the approval of the Local Health District <br /> and has in fact been receiving such waste for many years. <br /> We fail to see how continuation could constitute a signifi- <br /> cant change in the design or operation of the facility. See <br /> attached October 12, 1989 letter from the Public Health <br /> Services Department of the County of San Joaquin for further <br /> explanation. <br /> Concern 17616 - Report of Disposal Site Information <br /> The site will be in operation for a nine (9) hour <br /> period between 6: 00 a.m. and 5: 00 p.m. as per posting. The <br /> report of disposal site information will be amended accord- <br /> ingly. <br /> Concern 17710 - Grading of Fill Surfaces <br /> This problem has been corrected. At the time of the <br /> inspection, Foothill was in the process of adjusting the <br /> grade in the intermediate area. <br />
