Box 1528 <br />Stockton, CA 95201 <br />RE: Second Inspection of Foothill Sanitary Landfill, Facility <br />No. 39 -AA -0004 <br />Dear Mr. Nomellini: <br />California Waste Management Board (Board) staff conducted the <br />second field inspection of the Foothill Sanitary Landfill on <br />August 16 and 17, 1989, pursuant to Government Code, Sections <br />66796.38 and 66796.67(a). A copy of the state inspection report <br />is enclosed. <br />Foothill Sanitary Landfill was evaluated for compliance with <br />applicable sections of Title 14, California Code of Regulations <br />• (CCR), Chapter 3, Article 7 - Disposal Site Standards and Chapter <br />5 - Enforcement of Solid Waste Standards and Administration of <br />Solid Waste Facilities Permits. <br />The following violations of state regulations were documented <br />during the inspection: <br />17684 - Intermediate Cover <br />17708 - Drainage and Erosion Control <br />18211 - Application for Revision of a Permit <br />'n addition, areas of concern were noted with the following <br />sections of the California Code of Regulations (CCR): <br />17616 - Report of Disposal Site Information <br />17710 - Grading of Fill Surfaces <br />17731 - General <br />17751 - Periodic Site Review <br />Please consult with your local enforcement agency (LEA) and work <br />with them to develop a compliance agreement which sets forth the <br />actions you will take to achieve compliance with State Minimum <br />Standards. The compliance agreement must contain an action plan <br />for correcting each violation and area of concern. <br />
