Califgmia 95826 <br />April 26. 1996 <br />Title 14, California Code of Regulations (CCR), Division 7, Chapter 5, Article 3.4, section 18272(d), requires you to submit a <br />report to the California Integrated Waste Management Board (CIWMB). The report calculates the inflationary increase in <br />the closure and postclosure maintenance cost estimates for the previous calendar year. <br />Sased `n informat:or, ob`+t—pMed from the U.S. Department of Commerce Bureau of Econctnic Analysis, on <br />+ nNt a L, t oav, uta <br />inflation factor for 1995 is 1.024. Please complete the form on the reverse side of this letter for each active landfill you own <br />and/or operate, and return it to the Financial Assurances Section at the above address by May 24, 1996. Weare <br />providing this form for your convenience. <br />In addition, the following are previous years inflation factors: <br />1989...................................................................1.041 <br />1990...................................................................1.054 <br />1991...................................................................1.036 <br />1992...................................................................1.033 <br />1993...................................................................1.026 <br />1994...................................................................1.020 <br />If you have not made the previous years adjustments, please do so before calculating the 1995 adjusted total cost <br />estimates. Apply the inflation factor for 1989 to your 1988 initial certified total closure and postclosure maintenance cost <br />estimates. Apply subsequent inflation factors to the previous year's total cost estimate. Example: Apply 1990 inflation <br />factor to 1989 total cost estimates. <br />REMINDER: The effective date of Title 40 Code of Federal Regulations, Subtitle D, Part 258.70 through 258.74 has been <br />extended to April 9, 1997. Among other provisions, the federal regulations require operators to demonstrate financial <br />assurance for 30 years of postclosure maintenance. Next year you will be required to demonstrate financial assurance for <br />the 30 year estimate. <br />Disregard this notice if you recently revised your cost estimates due to changes in your closure and/or postclosure <br />maintenance plans, and the revised estimates reflect 1996 dollars. <br />If you have questions regarding this report, please call the Financial Assurances Section at (916) 255-2329.
