Box 1810 Q <br /> Stockton, CA 95201 ` <br /> RE[rIEWOFMONITORINGRETORT,FOOTHILL SANITARYLANDFILL, SANJOAQUIN <br /> COUNTY(CA SENO. 1928) <br /> Regional Board staff has reviewed the following monitoring report for the Foothill Sanitary Landfill: <br /> • Foothill Sanitary Landfill, Second Quarter 2000, Groundwater and Surface Water Monitoring <br /> Report, dated 15 July 2000. <br /> Additionally, staff has reviewed the results of the retest that the county ordered for monitoring well <br /> MW-3 (your letter dated 28 July 2000). <br /> The results of the retest confirmed that Trichloroethylene and 1,1-Dichloroethylene were detected in <br /> MW-3, though at concentrations below the practical quantitation limit. Your letter of 28 July indicates <br /> that the county has started design plans for a Landfill Gas (LFG) Control System to be installed within 2 <br /> years. e LFG controls stem ma be ion fore volatile organic <br /> compounds detected in the groundwater, however, according to Title 27 §20420(k), e county shall <br /> conduct a non-statistical Constituent of Concern scan and submit an amended Report of Waste <br /> Discharge proposing an Evaluation Monitoring Program. A flow diagram that outlines the steps <br /> discussed in Title 27 is attached, as well as a Form 200 that should be submitted with the amended <br /> Report of Waste Discharge by 24 November 2000. <br /> I have attached a copy of Monitoring Report Compliance Checklist that will be included in the case file <br /> for Foothill Sanitary Landfill.
