Box 1810 <br /> Stockton, CA 95201 <br /> RE VIE WOFMONITORINGREPORT,FOOTHILL SANITARYLANDFILL,SANJOAQUIN <br /> COUNTY(CA SENO. 1928) <br /> Regional Board staff has reviewed the following reports for the Foothill Sanitary Landfill: <br /> • Foothill Sanitary Landfill, Third Quarter 2000, Groundwater and Surface Water Monitoring <br /> Report, dated 15 October 2000. <br /> • Foothill Sanitary Landfill Ground Water Monitoring, dated 14 November 2000. <br /> I have attached a copy of the Monitoring Report Compliance Checklist that will be included in the case <br /> file for Foothill Sanitary Landfill. Reviewer comments include: <br /> 1. A trace concentration of acetone was detected in MW-2. The County elected not to retest since <br /> acetone is a common laboratory solvent. Acetone was also detected in the field blank. <br /> 2. Naphthalene was detected at a trace concentration in MW-2. The County did not order a retest <br /> because naphthalene was the only Volatile Organic Compound(VOC) detected in the well, other <br /> than the detection of acetone. Fourth quarter monitoring was scheduled for October. If <br /> naphthalene is detected in MW-2 during the fourth quarter 2000 monitoring, the County should <br /> retest MW-2 for VOCs. If VOCs are confirmed, evaluation monitoring downgradient from MW- <br /> 2 shall be conducted for delineation purposes. <br /> 3. Possible landfill gas odors from the Waste Management Unit were noted. <br /> 4. Trichloroethene (TCE) and 1,1-Dichloroethene (DCE) were detected in MW-3 at trace <br /> concentrations. The county ordered a retest of MW-3. Three VOCs including, DCE, TCE, and <br /> di-n-butyl-phthalate were detected. The concentrations of TCE and DCE reported for the <br /> September samples were both greater than the third quarter 2000 sampling results (samples <br /> collected in July). <br /> On 27 November 2000, Regional Board staff received an Evaluation Monitoring Plan prepared by the <br /> county.
