IR28) <br /> I inspected the Foothill Sanitary Landfill on 18 January 2001 accompanied by you. I appreciate your <br /> assistance during the inspection. During the inspection, I noted that some maintenance had recently <br /> been completed on the east-facing slope of the existing landfill. Please ensure that vegetation becomes <br /> re-established with adequate coverage by 28 February 2001. <br /> During my inspection, you indicated that expansion of the waste management unit would be developed <br /> during spring of 2002. Waste Discharge Requirements Order No. 94-258 lists general plans for the <br /> expansion to the new units and closure of the existing unit. Additionally, the revised"Preliminary <br /> Closure and Post-Closure Maintenance Plan" (dated May 1994) indicates general plans for the <br /> expansion and for the closure of the existing unit. Preliminary costs for closure are included in the May <br /> 1994 report. The existing fill area is approximately 80-acres and is unlined. The county has submitted <br /> an Evaluation Monitoring Plan for a Volatile Organic Compound release to groundwater and suspects <br /> that landfill gas may be contributing to the VOC release. It is appropriate at this time to prepare a <br /> schedule for final cover and closure of the existing unit(I), as well as a final closure plan with cost <br /> details for unit I. The Final Closure plan may need to refer to corrective action for the existing unit. <br /> Closure and supporting documentation shall comply, at a minimum,with the California Code of <br /> Regulations (CCR), Title 27 §20950 and §21090. Additionally, design, including CQA, schedules and <br /> cost details for the expansion to the new module shall also be submitted. Additional groundwater <br /> monitoring will be required for the new unit in accordance with CCR Title 27 §20415 and as indicated <br /> in the May 1994 Preliminary Closure Plan. <br /> The Waste Discharge Requirements and Monitoring and Reporting Requirements will need to be <br /> updated and revised prior to the expansion.
