Box 1810
Stockton, CA 95201
EVALUATION AIONITORINGPLA NREFIE f,;FO0TIIILL SA NITA R Y LA NDFIL L,SAN
JOA Q UIN CO UNTY(CA SE A 70. 1 92S)
Staff of the Regional Board has reviewed the Foothill Sanitary Landfill Evaluation Monitoring Plan that
was submitted on 28 November 2000. Staff has determined that the plan does not present adequate
measures to delineate the presence of Volatile Organic Compounds (VOCs) in the groundwater.
According to the California Code of Regulations (CCR) Title 27 §20420(k)(5)(D), after determining a
"measurably significant"release, the Amended Report of Waste Discharge and proposed Evaluation
Monitoring Plan shall include a proposed delineation approach that is "a detailed description of the
measures to be taken by the discharger to assess the nature and extent of the release from the unit." The
county has not proposed any assessment of the extent of the release. The county has proposed revising
the statistical evaluation of the analytical data from the monitoring wells so that a Sen's Slope/Mann
Kendall analysis would be performed on data from well MW-3 (the VOC-impacted well) and that both
wells MW-1 and MW-2 would be evaluated using Intrawell Tolerance Limit testing versus the current
Interwell Tolerance Testing.
Please submit a revision to the Evaluation Monitoring Plan to include delineation of the release. The
revision should be submitted by 16 March 2001. After approval of the Evaluation Monitoring Plan, the
time schedules specified in sections 20420 and 20425 shall be complied with. After evaluation, if the
county believes that landfill gas is the cause of the release, then an appropriate corrective action shall be
proposed.
Additionally, I informed you that only the amended application needed to accompany the Evaluation
Monitoring Plan, as you have submitted. However, it has been brought to my attention that both Joint
Technical Document Indices (CIWMB and SWRCB "checklist") should also be submitted with any
amended application for Report of Waste Discharge. Please include both checklists with the revised
submittal.
If you have any questions or comments regarding this letter, please call me at(916)255-3137.
WENDY .
