Staff has determined that the plan does not present adequate <br /> measures to delineate the presence of Volatile Organic Compounds (VOCs) in the groundwater. <br /> According to the California Code of Regulations (CCR) Title 27 §20420(k)(5)(D), after determining a <br /> "measurably significant"release, the Amended Report of Waste Discharge and proposed Evaluation <br /> Monitoring Plan shall include a proposed delineation approach that is "a detailed description of the <br /> measures to be taken by the discharger to assess the nature and extent of the release from the unit." The <br /> county has not proposed any assessment of the extent of the release. The county has proposed revising <br /> the statistical evaluation of the analytical data from the monitoring wells so that a Sen's Slope/Mann <br /> Kendall analysis would be performed on data from well MW-3 (the VOC-impacted well) and that both <br /> wells MW-1 and MW-2 would be evaluated using Intrawell Tolerance Limit testing versus the current <br /> Interwell Tolerance Testing. <br /> Please submit a revision to the Evaluation Monitoring Plan to include delineation of the release. The <br /> revision should be submitted by 16 March 2001. After approval of the Evaluation Monitoring Plan, the <br /> time schedules specified in sections 20420 and 20425 shall be complied with. After evaluation, if the <br /> county believes that landfill gas is the cause of the release, then an appropriate corrective action shall be <br /> proposed. <br /> Additionally, I informed you that only the amended application needed to accompany the Evaluation <br /> Monitoring Plan, as you have submitted. However, it has been brought to my attention that both Joint <br /> Technical Document Indices (CIWMB and SWRCB "checklist") should also be submitted with any <br /> amended application for Report of Waste Discharge.
