Box 1810
Stockton, CA 95201
REVIEW OF THEFIRST QUARTER 2001 GROUNDWATER AND SURFACE WATER
MONITORING REPORT FOR THE FOOTHILL SANITARYLANDFILL,SANJOAQUIN COUNTY
(Case No. 1928)
Regional Board staff has reviewed the Foothill Sanitary Landfill, First Quarter 2001, Groundwater and Surface
Water Monitoring Report, dated 15 April 2001.
The analysis for several wells showed exceedances of the concentration limits. Chloride,Nitrate, and Sulfate
were over the concentration limits for MW-1,MW-2, and MW-3. ANOVA was performed in both downgradient
wells and showed a variance in Chloride, Sulfate,Nitrate, and EC. The County determined there was no
increasing trend. Methylene chloride was detected in MW-2, and the field and trip blanks. Since it is a common
laboratory contaminant, the County considers this result a false positive. VOCs were detected in MW-3.
Specifically, 1,1-DCE at 0.316 ppb and TCE at 0.717 ppb were reported. The County proposed an evaluation
monitoring program for the VOCs in MW-3,which was subsequently rejected by the Board. A revision of that
program was received on 21 March 2001, again rejected, and a second revision was due 25 May 2001. The
Board will review this revision and comment in a separate transmittal.
We have attached a copy of Monitoring Report Compliance Checklist that will be included in the case file. If
you have any questions or comments regarding my review, please call me at(916) 255-3126.
VICTOR J.
